The Study On University Specialists Evaluation Model Of Government Performance

At present,government performance evaluation has become an effective tool to improve governance capacity around the world.In China,the study on this field has made great achievements in the aspects of theory and practice.However,with the rise of the third-party evaluation,Chinese government and academia have began to pay close attention to this kind of main body of evaluation,and gradually introduce it to government performance evaluation,hoping that it can compensate the lack of government performance's internal evaluation.Evaluating government performance by university specialists is a model of the third-party evaluation,and it is a new way to explore the reform of government performance evaluation.Therefore,the study on university specialists evaluation model of government performance evaluation is in line with the actual needs and has theoretical significance.At present,China has a favorable policy environment.Our country not only puts forward higher requirements for university scientific research ability and the construction of university think tanks,but also supports the sustainable development of scientific research of Chinese universities with the relevant policies.All of these have provided favorable conditions for the development of university specialists evaluation model of government performance evaluation.So,after analyzing and summarizing the related literature,the paper discusses the connotation,the theoretic basis and the feasibility of university specialists evaluation model of government performance evaluation to form the overall concept.Then,combining with the development status and practical cases,the paper sums up the main problems of university specialists evaluation model of government performance evaluation from the following aspects: the main body of the evaluation,evaluation contents and the scope of application,data and information as well as the evaluation result.Through the analysis,the paper founds that the reasons of these problems are crossed and complex.The legal guarantee is insufficient,the fund usage is poor,the cooperation and the transformation of achievements are not good,and it lacks of marketing ability.All of these are the reasons for the above problems.In order to alleviate the problems we encountered in the development of the university specialists evaluation model of government performance evaluation,the paper introduce the classic case of university specialists evaluation model of government performance evaluation——the Government Performance Program(GPP)by Maxwell School of Citizenship and Public Affairs of Syracuse University,and summarizes its successful experience and combine with the evaluation project of China Center for Local Government Performance Evaluation to state the enlightenment.Finally,combining the successful experience and the enlightenment with the actual situation in our country,the paper provides suggestions to optimize university specialists evaluation model of government performance evaluation from perfecting legal laws and regulations,creating the evaluation environment,expanding funding channels,enhancing team building,and promoting multilateral cooperation.
