Moreover, this kind of assessment may act with the defects of amplifying the efficiency, and since the government is exposed to the bottom stage of administrative power, it works with direct objects and complicated contents. Thus, the above distinctiveness brings huge pressure to the township government,and how to employ the Government Performance Evaluation as a robust instrument and take advantage of it are of vital importance to the government. The properly utilizing of Performance Evaluation must be capable of mobilizing the working enthusiasm of cadre at the basic level to make benefits for the masses and safeguard national security ultimately.The rest of this paper is organized as follows. In section 1, we introduce the background and significance of the topic, and briefly describe the contents of this paper. The innovation of the survey is also proposed. The current performance and experience achieved at home and abroad, especially the Government Performance Evaluation in township at home, are described in section 2. In section 3, we propose that the single mode evaluation which mainly concerns about GDP appears not only in pre-reformed Fuyang but also in the other places of China. We also analyze the reason, the specific representation and the positive and negative effects of this single model in detail to propose that the Government Performance Evaluation system must be transformed to be systematic. Then in section 4, we elaborate classified-synthesized Township Government Performance Evaluation model used by Fuyang and highlight the progressive meanings of the reform. Finally, in section 5, as acknowledgement of the progressive significance of reform used by Fuyang through all respects, we summarize the current situation and the underlying threatens in future of classified-synthesized Township Government Performance Evaluation model subjectively and objectively based on the deep analysis of our investigative information.
