Recently,with the deepening of the reform and openness,the always changing of society interests,the increasingly diversified and complicated social contradiction dispute,society has entered a period of all kinds of contradictions.How to do a good job under the new situation of the big mediation has become the core unit of government in building a harmonious socialist society must face and crac k problems.And "alignment" between the people at the grassroots police station was founded the people's mediation room,forming a special contradiction mediation team,active and efficient response to the mediation demands of the masses,vigorously promote the social relations of unity and the stability of the local public security.But,in the "alignment" between the rise of the new dispute resolution mechanism at the same time,also want to notice a lot of hidden dangers and problems,such as: the lack of related laws and regulations,mandatory mediation,police abuse of conciliation,the lack of full-time staff,supervision mechanism is not sound and so on,just because of the existence of hidden dangers and problems,makes civil disputes and not conducive to resolving social contradictions,and even led to a more sharp social contradictions,reduce the government's credibility.Facing the highlight of the social opposition,the high incidence of cases,to maintain social order,and maintaining the social stability of the public security organs has been pushed to the social contradictions of above.Faced with such complex social situation and the law enforcement environment,how to more scientific and efficient to standardise mediation personnel,supervision,public security police duties to perform,make it be come the p erfect mechanism and form normal operation becomes suspends in front of our party and government is an important issue.The author as a member of the security forces at the grass-roots level to a grassroots researcher's point of view,combined with own work experience,from set out actually,xiao county public security bureau,for example,on how to further perfect alignment between the people and work at the grass-roots level to make a shallow discussion,and put forward the humble opinion about how to optimize the alignment between the system.During the study,the author found that the underlying cause of the alignment between the people and the existing problems,mainly including subjective factors and objective factors from the two aspects.First,from the personal point of view,about the alignment between the people and the imperfection of the legislation,there about the scope of the mediation and conciliation record personnel handling,the law is not strict,makes in the grass-roots work hard to grasp,will also cause the abuse of power.In the second place,from an objective point of view,as a staff of mediation and the mediation itself,also there are many problems,such as the ability is lim ited,the mediation of the police people due to their legal literacy knowledge level is not enough,can't accept the mediation and so on.The author thinks that,alignment between the people and is worth popularising,but must form a kind of legal support,has the masses accept,and can effectively relieve the contradictions of the grass-roots disputes mediation model,become the most significant force big mediation.It nee ds to improve the efficiency of the a lignment between the people and enhance mediation thresholds,and for illegal and criminal behaviour and the particular division of the case,not ambiguous.Will not be a case falls within the scope of mediation,determined not to mediation;Shall be resolutely combat of illegal crime personnel,will make a lot of problems to resolve in the bud,to reduce the illegal crime,to protect the interests of the masses,promote the construction of a harmonious society is of great significance.Alignment is conducive to timely solve the contradiction between the dispute,resolving social contradictions,help reduce office cost case,less input,output,save time and police,is beneficial to prevent and stop crime,to maintain social stability,the construction of a harmonious society is of great significance.
