Reserach On Problems Of The Cooperation In Case Investigation Between Criminal Police And Local Police

The division of labor and collaboration among organizations is a hot topic in the discussion of public sector management.The division of the department formed by the traditional bureaucracy leads to the self-interested behavior of the department as its inevitable product,which is difficult to cure.The criminal investigation function of public security organs is scattered in different investigation departments To varying degrees,there are disadvantages such as high information communication cost,poor resource sharing and difficulty in improving the overall combat effectiveness.The author of the H City J District Public Security Bureau Interpol Brigade has investigated the case of street infringement cases as a pilot.Since June 2015,the team has been working together to voluntarily give up the number of hitting tasks throughout the year,and to provide information and technical resources for criminal investigation cases.Collaborated by the police station,they cooperated and bundled in the case investigation process,and achieved good results in three years.The cooperation of the criminal investigation team broke the hierarchical relationship between the original criminal police brigade and the police station.Over time,the cooperation mechanism based on trust,full communication and information sharing was gradually established,and a new partnership relationship under the case investigation mode was formed.This paper makes an in-depth study on the information exchange,action participation and overall operational characteristics of the team of criminal investigation teams.It is found that the investigation cooperation collaboration of the criminal investigation team has the imbalance of cooperation development and the impact of case investigation cooperation on the combat effectiveness of the whole district.The problem is to analyze the reasons for the imbalance of collaborative development through resource dependence and trust collaboration.Through in-depth thinking through collecting data and interviews,it is found that the unreasonable work distribution of the collaborators,the serious lack of communication and the synergy of collaboration affect the effectiveness of collaboration,thus providing a clear consensus.Improve the level of collaboration,enhance the ability of the collaborators and strengthen communication,and build integrated accountability and other improvement measures to play an important role in improving the police force and improving the integration of police resources.This paper provides a new perspective on ways to improve the effectiveness of criminal strikes.
