Study On The Role Of NGO In Social Governance

Communique of the Third Plenary Session of the 18 th Central Committee pointed out that the overall goal of comprehensively deepening reform is to perfect and develop the socialist system with Chinese characteristics and to promote the modernization of the state governance system and governance capability.NGO,as an important participant in social governance,is an important part of the social governance system and plays an important role in promoting the construction of a harmonious society.This paper draws lessons from the domestic scholars' research on the role of NGO in social governance and the experience of foreign research on the role of NGO in social governance.Taking JN Committee of Care for Next Generation as an example.JN Committee of Care for Next Generation in the social governance play a role in the study.Through the questionnaire survey and interview,it was found that JN Committee of Care for Next Generation played a bureaucratic tendency in social governance,and the policies and regulations and institutional mechanisms were not perfect,the civil society development was immature,the top design was not strong and so on,and the source of funds was single,Less training,lack of incentives and other difficulties.By analyzing the reasons for the challenges and dilemmas faced by JN Committee of Care for Next Generation,it is suggested that NGO should strengthen the top design in social governance,make good use of it,strengthen its position,play the advantages of NGO,establish incentive mechanism,form benign interaction and undertake Part of the government functions,focusing on the smooth flow of social expression channels and government information to convey,promote social harmony,integrate social resources,make up for "government failure",promote civic awareness awakening,promote civil society,promote free and comprehensive development,The value of the four aspects play a bridge role in order to better play a role in social governance,and promote the construction of a harmonious society.
