Study On Government Procurement Of Health Services

In recent years,government purchase more and more services in the field of medical and health.Government procurement of medical and health services,means that the government will transfers its own public health service functions to a qualified entity or organization through the signing of a contract or the conclusion of a contract.Through the purchase of health services,the role of the government is also changing from the traditional medical service providers to the purchasers and supervisors of medical service.In our country,the public hospital has long occupied the main position in the health service system.Therefore,it is necessary to study the government's purchase in the field of medical service.But for a long time,because the government directly held public hospital,the boundaries between the government and the public hospitals in the health services are unknown.Now government procurement of medical and health services in theory and practices are mainly concentrated on the purchase of community health service,while research on public hospitals seems relatively few.So I will take the public hospital medical services as the research object,and use the new public management theory,public goods theory,market failure theory and the theory of information economics and other related knowledge to study it.Combining the practice of N city S public hospital,I will conduct the studying of contents and forms of public hospital medical services from three aspect,such as government purchase of basic medical services ?public health services and medical and health services provided by staffs outside the establishment.This work will do better to understand the operation of the purchase of the current N City,the problems and reasons,and make recommendations for future public hospital services in the city of N.
