| The community is the smallest urban administrative unit, where effective municipal management can enhance the government's credibility, prosper the civilization culture, and promote harmony of society. With the spread of urbanization, population as well as society conflicts are increasing unexpectedly. As a result,the traditional community management can not adapt to present needs. In order to meet the requirements of urban community management in the social transformation and economic transition, the community has been given more missions and expectations. Thus the community-gridding shows a trend of rapid development in recent years.In 2012,Daqing government proposed a comprehensive community reform action,based on which Ranghulu district took the lead in the implementation of community-gridding management in the community of Yin Lang. After two years of practice, the community-gridding strategy began to be applied to all 16 communities in Ranghulu in 2014.Based on the new public management theory, this paper studies about the community-gridding pattern from both domestic and foreigh literatures. We analyzed the development of community-gridding management in Ranghulu by investigations and interviews. We conclude, from the survey results, that proper division, reliable communication, social resources allocation and such a series of effective measures could bring good performance in Ranghulu in a short time. However,compared with mature communities management, there are some problems, for instances, social classing definition,self-governing arrangement and insurance system.Finally, in order to solve problems in the process of community-gridding of Ranghulu and thus improve the overall management of Daqing, through comprehensive research-based analysis,we propose several effective measures such as,to strengthen internal coordination,to gradually build the multi-governing mode, and to accelerate the improvement of safeguards. |
