Research On Administrative Corruption In The Field Of Poverty Alleviation At The Basic Level In China From The Theory Of System Corruption Prevention

Poverty alleviation is an important duty and mission of the government. The government promote precise poverty alleviation honestly and efficiently, which is not only the strategic requirement of Thirteen-Five planning, but also the essential embodiment of the Legal Government Construction. However, administrative corruption occurs frequently in practice, among which the administrative corruption in the field of grassroots poverty alleviation is more prominent, violating the interests of the grassroots and harming the government's image among the public. Therefore, it is of great significance to strengthen the research on administrative corruption in the field of grassroots poverty alleviation, promote the government's honesty and conduct poverty alleviation in accordance with law.According to the research, there are various types of administrative corruption in the grassroots poverty alleviation, the main types of crime include corruption, embezzlement,malfeasance and bribery,it also displays the prominence of "flies Greed" and "Ant greed",seriousness of "string case" and "nest case", economic corruption becomes into the mainstream, and interwoven corruption also increases, which have a significant impact on the politics,economy and society of our country. Based on the theory of system corruption prevention, the author discusses the causes of administrative corruption in the field of grassroots poverty alleviation are in the following two areas. First, the study finds that the generation and enhancement of the irrational motivation of the cadres constituted the "motive of administrative corruption" of the grassroots cadres. Second, the imperfection of democratic policy-making system, the poor implementation of information disclosure system, the confusion of fund management, the empty shell of supervision and inspection system, the looseness of corrupt disciplinary measures, and a mere formality of anti-corruption education constitute the "opportunity of administrative corruption" in the field of grassroots poverty alleviation. The dissertation argues we should comprehensively utilize the "education" "prevention" and "combating" three anti-corruption strategies in the theory of system prevention corruption.In the aspect of"education strategy", the dissertation proposes to strengthen the honesty and self-discipline education of grassroots poverty alleviation cadres , to promote the anti-corruption education of the grassroots; In the aspect of "Prevention strategy", it is of significance to improve the system set of corruption prevention in the field of grassroots poverty alleviation, and optimize the system environment of corruption prevention;Moreover, in the aspect of "punishing tactics", the dissertation proposes to promote the discovery probability of poverty alleviation corruption cases and intensify the punishment on corrupt cadres in poverty alleviation. Above all,the targeted prevention and control system of the administration corruption in the field of grassroots poverty alleviation is preliminarily constructed.
