Research On Anti-corruption In The Field Of Grassroots Government Poverty Alleviation In The New Era

Corruption is the "war" of politics,and anti-corruption is the new "force".As the socialism with Chinese characteristics entering a new era,the grass-roots poverty alleviation in China has realized a leap forward development from extensive to precise.Although the grass-roots government is at the end of the state power,it is the backbone to lead the poor people to get rid of poverty and become rich.However,corruption of some public officials in the field of poverty alleviation is still prominent,which seriously harms the relationship between the party and the masses at the grass-roots level and weakens the credibility of the government.Since the new era,China's anti-corruption efforts have been continuously strengthened.The Party Central Committee focuses on punishing the corruption around the masses,and has carried out a series of explorations in the anti-corruption practice in the field of poverty alleviation at the grassroots level.The research of this paper is mainly guided by Marxism anti-corruption theory and institutional anti-corruption theory.First of all,select the typical cases of corruption in the field of poverty alleviation of some grassroots government officials in the new era as the research basis,and carry out a follow-up anti-corruption analysis combined with the corruption characteristics in the current situation of corruption.Secondly,taking the three-stage control principle as the analysis logic,this paper discusses the anti-corruption measures in the field of poverty alleviation of grass-roots government from three aspects: pre-prevention,process supervision and post punishment.The public exposure of corruption cases in the field of poverty alleviation and the prevention barrier formed by promoting the construction of democracy and rule of law in the field of poverty alleviation;the supervision barrier formed by the continuous supervision and investigation in the field of poverty alleviation carried out by the grass-roots government;the punishment barrier formed by the strict and severe punishment of corrupt public officials in the field of poverty alleviation is the joint force of anti-corruption in the field of poverty alleviation.It hasplayed a positive role in ensuring the effectiveness of poverty alleviation at the grassroots level and promoting the anti-corruption at the grassroots level as a whole.But at the same time,anti-corruption is a tug of war,and it is impossible to finish the battle.In terms of prevention,supervision and punishment,there are still some problems in the anti-corruption field of the grass-roots government in poverty alleviation.The anti-corruption system of managing people,money,power and affairs in the field of poverty alleviation is still missing.The implementation of the system needs to be strengthened.The horizontal and vertical supervision of the process are not coordinated.The imperfection of the accountability system of punishment and punishment after the event and the inconsistency of the legislative level are the current resistance of anti-corruption The anti-corruption situation in the field of poverty alleviation by governments at all levels is still very serious.Finally,according to the anti-corruption problems and constraints in the field of poverty alleviation of the grass-roots government in the new era,this paper considers how to optimize the anti-corruption in the field of poverty alleviation of the grass-roots government,puts forward the anti-corruption basis of "system based,implementation based",and forms the anti-corruption thinking of "prevention first,focus on feedback,and focus on punishment and punishment",so as to form the upper and lower levels in the field of poverty alleviation of the grass-roots government A dynamic anti-corruption system with linkage and intercommunication between the inside and outside promotes the improvement of anti-corruption prevention effect,and ensures the orderly promotion of poverty alleviation work of the grass-roots government in China with more sophisticated anti-corruption network.
