A Study On Corruption Of Senior Leading Caders And Preventive Countermeasures

Leading cadres are the core force for governing,organizers,promoters and implementers of the cause of the country,and "critical minority".Senior leading cadres are small parts of "critical minority".As a saw goes,if you don't make a good example,no one will follow you;if you don't take the lead,no one will trust you.The senior ones usually occupy key posts and hold key power.Therefore,each word and each action of them both relate to the total image of Party cadres and long-term development of the cause of Party and country.Once some people among them have corruption behaviors,they not only cause great harm on the state and society,but also destroy the administrative environment,which will cause serious effect on the grass roots.In recent years,for corruption cases of senior leaders investigated,the amount of money involved in the case is increasing continuously while the scope of the case also gets larger and larger,to make things worse,this is a growing sign of the trend of "Group Case".Therefore,research on the corruption and governance problems of senior leaders has very important significance on scientific prevention and effective governance of corruption,and promotion of the modernization of governance ability and governance system.This Article selects 107 senior leaders caught after the 18th National Congress of the Communist Party of China,then establishes case database,adopts case analysis method and statistical analysis method to conduct deep analysis on the features and reasons of corruption of senior leaders,thus concludes the rules,and raises countermeasures and suggestions on prevention and governance based on this foundation.This Article mainly includes four parts.The first part is introduction.This part discusses the research background,research significance of this Article,and arranges relevant domestic and overseas theories,thus it introduces the research methods,writing framework and innovation points of this Article.The second part is the relevant theory summary of corruption of senior leaders.This part explains the definition,classification and harm of senior leaders and corruption,and then discusses the relevant theories of corruption governance.The third part is the design of research scheme and data analysis.This part selects and arrange the collected cases,establishes database,designs the analysis dimension and conducts empirical analysis,by apply principal-agent theory,it deeply explores the reason of corruption of senior leaders from the aspects of individual,system and social environment.The fourth part is the discussion on prevention and governance countermeasures of corruption of senior leaders.Based on the empirical analysis and reason analysis above,this part proposes the effective countermeasures to prevent and governance corruption from three aspects of "dare not do corruption","cannot do corruption" and "do not want to be corrupt".The main innovation points of this Article are:firstly,this Article firmly holds the corruption problem of special group,i.e.senior leaders,to conduct research,it selects the"big tiger" caught after the 18th National Congress of the Communist Party of China as the object,the research has strong pertinence and instantaneity.Secondly,this Article establishes case database,designs the relevant analysis dimension indicators,adopts SPSS software to conduct statistical analysis on the information involved in the cases of convicted officers,summarizes the features of corruption of senior leaders,based on principal-agent theory,it makes detailed discussion on the reasons of corruption of senior leaders from the three aspects of individual reason,system reason and social environment reason.Thirdly,this Article relies on the deployment of anti-corruption work of Party Central Committee with Xi Jinping,General Secretary as the core,then it proposes the prevention and governance countermeasures:improves punishment mechanism by summing up experience in anti-corruption,thus makes the officer "dare not conduct corruption";improve power supervision and restraint mechanism by deepening structural reform,makes the officer "cannot conduct corruption";and improve prevention mechanism by constructing the clean government,and makes officer "do not want to be corrupt".
