| Since the 18th National Congress of the Communist Party of China（CPC）,China has been governing the Party with strict discipline,improving the system of power restraint and oversight,and advancing the building of institutions and mechanisms that "dare not,cannot and do not want to be corrupt."We will adopt a high-pressure approach of "full coverage,no restricted areas,and zero tolerance" in the anti-corruption work,focusing on strengthening supervision over the power of key officials,cadres in key posts,and senior officials.The Fourth Plenary Session of the 19th CPC Central Committee proposed to "strengthen the restriction and supervision of power,focusing on the supervision of senior cadres and major leading cadres."General Secretary Xi Jinping has mentioned in many speeches that supervision over the "key minority",such as senior cadres,major leading cadres and top officials,should be strengthened and the "bull’s nose" should be firmly grasped.Senior cadres is elected by the party and the country,people engaged in public affairs management activities or appointed by the way,is the national important guidelines and policies for the implementation of the executor,in public officials and cadres plays a "leader","row leading wild goose" effect,exercise its powers specification plays a positive role for the construction of the contingent of cadres,the national governance.On the contrary,their abuse of power and the corruption caused by making gains from power have also brought great losses to the country and the people.Therefore,it is of great significance to strengthen the supervision of senior cadres’ power,urge them to normalize the exercise of their power and prevent senior cadres’ corruption for the construction of clean government in our country,the construction of cadres,the modernization of national governance system and governance capacity,and the implementation of the "14th Five-Year" task objectives.The corruption of senior cadres has been paid much attention to because of their powerful position and bad influence.Since the 18th National Congress of the Communist Party of China（CPC）,what are the characteristics of corruption among the fallen senior cadres?What is the cause of its corruption?Why should we take power supervision to prevent cadre corruption?How to carry out power supervision to senior cadres to achieve better supervision efficiency?Based on the above problems,this study adopts the method of combining theory with practice,using case study method,mixed study method and other research methods,drawing on the ideas and theories of power supervision,and selects 101 cases from the fallen senior officials since the 18th CPC National Congress to sort out,analyze,conclude and summarize,and carry out research.Research includes the following several parts:（1）in the selected case since eighteen big 101 lok ma officials from seven dimensions were analyzed,and summarizes the seven senior cadre corruption since the eighteenth big features are:the amounts,discipline,time is long,involved more strong discipline subjective initiative and stronger,widely involved in corruption,concealment,etc;The causes of corruption are mainly concentrated in four aspects:relative centralization of power,alienation of power,failure and failure of power supervision,and weakening of self-supervision;（2）the operation logic of senior cadres’ power supervision and senior cadres’ corruption prevention.Through case analysis,this study finds that the causes of senior cadres’ corruption are mostly related to power supervision.Therefore,it is necessary to focus on power supervision to prevent senior cadres’ corruption.The theoretical logic of senior cadres’ power supervision from the perspective of corruption prevention is that senior cadres are selected and appointed by the party and the state,whose power comes from the people and belongs to the people’s empowerment.Therefore,the party,the state and the people retain the right to supervise the power of senior cadres.Absolute power leads to absolute corruption.It is an effective means to prevent corruption to carry out power supervision to senior cadres.The practical logic is the continuous improvement and perfection of the power supervision system after the reform of the supervisory system.A series of practical innovations,such as the construction of the "three no" mechanism and the application of the four forms,have achieved good results in anti-corruption.（3）To supervise the power of senior cadres,it is necessary to construct a perfect power supervision system for senior cadres,so as to realize accurate supervision of the power of senior cadres.This paper analyzes the composition of senior cadres’ power supervision system from four subsystems of supervision subject,supervision object,supervision system and supervision way.（4）To improve the power supervision efficiency of senior cadres,it is necessary to perfect each subsystem,give full play to the positive role of each subsystem to form a perfect power supervision system of senior cadres,improve the power supervision efficiency of senior cadres,and realize the effective prevention of corruption of senior cadres.Way of improving the senior cadre supervision subsystem,stick to the leadership of the party,give full play to the discipline and supervision supervision,patrol supervise,in four supervision mode of power supervision functions of high-ranking cadres,and exerting the populace to supervise,supervision by public opinion supervision method of auxiliary function,promote the coordinated unification between the supervision way;To perfect the subsystem of supervision subject,we need to build a team of high quality and professional cadres for discipline inspection and supervision.To improve the subsystem of the supervision system,we need to improve the system of senior cadre selection and appointment,responsibility investigation and property publicity.Strengthening senior cadre supervision should strengthen self don’t forget to keep in mind the mission education,his mind for senior cadres ideological education,strengthen theoretical study,pay attention to psychological high-ranking cadres,pay attention to psychological adjustment for senior cadres,purifying power operation and supervision environment need to strengthen the construction of politics,political ecological conservation,standardize the procedures of examination and approval,the construction market environment of fair competition,strengthening the construction of style of construction,create a good social atmosphere wind qing qi is the political environment.This study adopts the combination of quantitative and qualitative research methods for part lok ma cadre’s corruption case,since the eighteenth big confessions,interview to carry on the empirical analysis,to explore the characteristics and causes that senior cadre corruption,and then analyze the logical relationship between power supervision with corruption prevention,build more perfect sound senior cadres power supervision system,this paper discusses the senior cadres power supervision system of four subsystem,and expounds the paths for the perfection of each subsystem to increase the efficiency of the power supervision senior cadres.This study enriches the theory of power supervision in theory;In practice,it can be used as a reference for senior cadre corruption prevention,clean government construction,cadre team construction and so on. |
