Taking the leading role and setting up a good example by the leading cadres is one of the important experiences to administer the country by the Communist Party of China,and one of the feasible working methods testified in the past practice.Currently,this experience should be exercised fully as required by the new historical developing orientation of the Party and the government when the socialism with Chinese characteristics has stepped into a new era.President Xi Jinping especially emphasized that the key of the work lies in the personnel,and when the leading cadres as the important minority are well managed,the critical point of the work can be well executed.The performance appraisal for the leading cadre is considered as the effective method for the Party's and Country's administration,which is always a hot issue and challenge to the theoretical researchers and the practical explorers.On the basis of combing the theoretical research achievements and practical exploration experience of grass-root governments,leading cadres,performance appraisal and other fields,this paper systematically analyzes the current work status,problems,specific actions,and future developing trend of the grass-root governments promoting the performance appraisal of leading cadres by employing job analysis theory,principal-agent theory,performance management theory,new public management theory and incentive theory.The importance of scientific evaluation on the cadres ‘performance appraisal on promoting the rapid development of regional economy and society is thus concluded.In recent years,Chengdu High-tech Zone,Sichuan Province,through innovative exploration,highlighting the classification and quantitative assessment of the performance of leading cadres,has constructed a distinctive performance assessment model for leading cadres,which will further strengthen the management and use of regional leading cadres,encourage cadres to take on the role of promoting the innovative development of regional economy and society.In order to establish the comprehensive,effective and scientific performance appraisal system for the leading cadres,this research takes the example of the classification and quantitative assessment for the leading cadres in Hi-Tech District of Chengdu to analyze the performance appraisal system based on the theory and practice of performance appraisal.The research starts with the introduction of the background,classification,trial department,assessment factors and methods for the performance appraisal.Then the comprehensive analysis of the assessment index,execution procedure and result application are conducted.Finally,the measures and suggestions for the adoption of the classification and quantitative assessment are summarized based on the practice,which would be a reference for the grass-root governmental organizations of other regions.This paper has practical value in terms of promoting the performance appraisal for the leading cadres in the grass-root governments,reinforcing the building of the leading cadres,improving the administration methods of the leading cadres,boosting the administration quality and effectiveness,setting up the fair,transparent and high efficient conduct code,establishing the administration mechanism for serving the public as well.
