Government 's Role: Research On Industrial Agglomeration Development Of Township Industrial Park

In recent years, the economy of Zhenzhou town has developed sustainedly and rapidly, and economic operation quality has improved steadily. By the end of2013, non-woven fiber business companies has grown to more than80, more than50ancillary service companies have risen in this area with a total of about40000employees, whose annual production value has nearly reached up to22billion yuan, and this industry has realized profits of1.28billion yuan. With Zhenzhou fiber nonwovens industry really growing, it driven the strong promotion,the surrounding areas and the rapid development of the industrial economy. Currently, the total amount of non-woven fiber industry in Zhenzhou accounted for80%of the city.The town nonwovens and chemical fiber textile industry have created a " demonstration area in Jiangsu Province SME cluster ";"Chinese economic model of industrial clusters town";" Chinese industrial clusters economic model town "and so on. By studying the role of government which developed the township industrial park, it could not only solve the bottleneck problem of township park industry cluster development, but also complement the defect management functions of government, and promote the local economic development. Those had a great practical significance on the grassroots economic development in our country.This paper took literature review, statistical analysis, SWOT analysis and other research methods. On the basis of extensive theoretical literature, the actual development situation of Industrial Park industry agglomeration with Government in Yizheng Zhenzhou Town was combined, the basic theoretical issues incl uding the industrial agglomeration was elaborated, the management of government and the relations with industry was gathered. By analysis of the role of Yizheng Zhenzhou Town Industrial Park, industrial agglomeration government aimed to identify the potential factors which impacted on not high quality of industry cluster played by government. On this basis, suggestions was made by the analysis.Part III:The survey of development of Yizheng Zhenzhou Town industrial park. In this part Yizheng Zhenzhou Town industrial park development were introduced, and the use of SWOT analysis of the status of the park were analyzed, the town government also introduced the practice and experience in the industry cluster development.Part IV:Problems and Causes of Yizheng Zhenzhou Town Government in the development of industrial parks industrial agglomeration, including:the degree of industrial concentration is not high, the government unscientific park planning, park enterprises rooted weak, not high tech enterprises in the park, the park management is not standardized, government investment screening is not enough, the government’s management of scientific, investment and financing system unsound, inadequate government funding research.Part V:proposal of Zhenzhou townown Government industry cluster development in the industrial park. The main part of the reason for the analysis, given the corresponding countermeasures and suggestions:Government change the concept of development, the government of scientific planning, Government to create innovation networks, the government strengthen the system, the government improve the investment and financing system.
