As one of modern producer services,human resource service industry(HRSI)has been developing rapidly in the past ten years,and coming into public horizon in the form of a more complete industry value chain.Agglomeration is an important way of industrial development: on the one hand,industrial agglomeration can better meet the needs of the individual,enterprise,government and other social organizations,on the other hand,it is imperative to enhance the overall strength of HRSI in the face of the complex industrial process.Human is the core of HRSI.In order to conform to China's talent development strategy,the central government is aware of the importance of developing HRSI,and have been getting achievments in the industry category division,development planning and other aspects.The local government is a continuation of the central government rights and functions.How to handle the relationship between government and market in the development of regional industry is not only an important consideration for local government economic development,but also the key behavior to achieve reform objectives in the comprehensive deepening reform period.In terms of that there is less research on HRSI in nowadays academic circles,and that the study on the relationship between the local government and HRSI can often be found in the policy suggestions of common macro industrial research,it is necessary to make theoretical and empirical analysis research on the relationship between the local gocernment behavior and HRSI which can help enhance the intervention effectiveness of local government.This paper first makes a systematic and innovative analysis on HRSI,HRSI agglomeration,local government behavior and the necessity of local government's interventing HRSI agglomeration,which is on the basis of reviewing a large number of domestic and foreign literatures and focusing on the cutting-edge research on HRSI and local government behavior.Secondly,based on existing relevant research results and the local government's policies,combining with the characteristics of HRSI,the preliminary construction of local government behavior indices are verified with the methods of membership degree analysis and factor analysis,and given targets by using the hierarchical analysis method,thus forming a theoretical analysis framework of the local government behavior to promote HRSI agglomeration.Then,with this theoretical framework,problems of HRSI agglomeration in Shaanxi Province are analyzed,including the low competitiveness of enterprises,the lack of specific factors of production,no cooperation formation with relevant industries,the poor effectiviness of meeting demands,and the lack of basic innovation.There are also following deficiencies of local government behavior in HRSI agglomeration: Design agglomeration strategy;In formulating industrial policy,increase the awareness of personnel management,emphasize the value of industry,and provide targeted fiscal and taxation policies;In the provision of public services,accelerate the development of the integrated platform for human resource services,foster innovative advantages and upgrade the transformation and upgrading of human resources services;In guarding the market environment,respect the law of industrial accumulation,clarify the development idea,clarify the role of the government and properly handle the relationship between the government and the market.
