Study On The Problems And Countermeasures Of Power List System In The Local Government

Power list system is an important measure to deepen the reform of administrative system,promote the ability of national governance and modernization of governance system.Since the third Plenary Session of the 18 th CPC Central Committee,the government proposed the power list system.With the joint efforts of the central and local governments,the construction of the power list system has made great achievements.But it is undeniable that the current local government to implement the power list system is facing new problems,hindering the implementation of the power list system nationwide.We should combine local reality,put forward relevant countermeasures to promote the construction of the power list system.With the time background,This paper defines the concept of power list system Analysis of its theoretical basis to illustrate the practical significance of the local government to implement the power list system:Conducive to combating corruption and building a clean government;Conducive to the administration according to law,the construction of the rule of law government;Conducive to optimizing the operation of power,the construction of transparent government;Conducive to deepening administrative reform,building service government.At the same time,by using the method of case analysis,literature research and comparative study,this paper puts forward the theoretical and practical significance of the problems and Countermeasures of the implementation of the power list system.Based on the analysis of the present situation of the implementation of the power list system by the Ji'nan municipal government,the author thinks that the problems faced by the local government in the implementation of the power list system:The compilation of the power list system is not uniform;The strength of the power list system is not strong;The operating environment of power list system is not perfect;The technical condition of power list system is not mature.In the practical and theoretical analysis,through drawing lessons from the advanced experience of the implementation of the power list system of the government at home and abroad,put forward to formulate the standard;perfect supporting system;improve the operating environment;strengthen network technical support measures to solve the problems faced by the power list system,effectively solve the problem of the local government to implement the power list system,accelerate the pace of the construction of the power list system.
