Lost of talent,means the people who play the big role in the daily affairs and development of a organization depart from this organization without the organization's will.In that situation,the organization is too incompetent to respond the call of duty.Given that the rural social groups has the big problem of lost of talent and the social groups is the main undertaker of public service in future,the public service of rural communities will be lack of supplement.Studying some samples of ex-staff and employee,researcher discovers five reasons of lost of talent in the rural social groups.(1)the operators are lack of business instincts;(2)with the low ability of Staff training,the organizations hire the skilled staff who is not suitable to living the lifestyle of non-urbanization area;(3)the attraction of the organization to it's staff is being hampered by it's tiny scale that is the result of the misunderstand of sprits of charity service and the demand of local residents;(4)the attraction of the organization to it's staff is being hampered by lacking of resource that is the result of the misunderstand of the relationship between the governments and NGO;(5)As the result of Lack of interaction with other people in communities,the staff will quit from the organization.In sixth chapter,the research give some proposals about how to improve the effects of action of organizations and government and point out some imperfections in this thesis.
