Social Security Of Peasant Who Lost Farmland In The Urbanization Process

The 21st century, building a well-off society in an all-round way is a key issue of the social development in China. And the Three Issues—the issue of peasants, countryside and agriculture is the bottleneck of building a well-off society in an all-round way in China. Our country is big country e of " Three Rural ", people in the countryside account for national total more than 3/5 of population, the quality of their living standard is the direct reflection of our country's economic and social development. However, reality is that the labor productivity in the countryside of our country is still not high, do not get rid of the state of the poverty and backwardness in the countryside, culture life , educational state , health care construction , traffic ,etc. of countryside have heavy distance very from demand of modern civilization. And with the development of economy, the irresistible urbanization process has been destined a large number of peasants must lose their land . Still imperfect in the social security system , lose land under taking over the land for use and placing the situation with still unreasonable compensation mechanism, mean peasants lose basic existence guarantee. So, study the theory with significance of peasant's problem of lost territory and realistic meaning. The paper consists of four main parts. In the introduction, brief explanation is given as to the significance and the present research status of this issue in the academic circle. First part : I have chosen a village of the Northeast of our country --Liaoning Province Shenyang north Taizi village , emperor's aunt of city , have lost and protected two respects of the situation and north question of appealing for help of four platforms of villages and carried on the investigation from the peasant's lost territory of north four Taizi of villages mainly and draw the conclusion.Beside first case,I enumerate a village GuanduYuan ,the city of Kunming, take over the land for use ,Bozhou expressway take over the land for use with Jiqing town cities and towns is it take over the land for use 3 representative cases of expropriation of land to extend, through case carry on case analyze and not horizontal than correctly , take over the land for use case vertical than right with emperor's aunt of Shenyang city north four Taizi village correctly, hold essence their in phenomenon , draw corresponding conclusion , grasp lost territory generality , peasant of issue after taking over the land for use. Second part : On taking over the land for use to north four Taizi villige and three foundations of typical case analysis, to why peasant lost territory can become a social concern analyse. I think , the developing urbanization process will inevitablely cause peasants to lose land . Lack as peasant effective social security and expropriation of land that go ahead of the rest is it compensate system to be unreasonable to find a room for after the lost territory, it is the importance reason causing peasant's back life in the lost territory to get into a difficult position that the compensation standard is passed low. In addition government behavior in the course of taking over the land for use lose Fan, current collective land ownership to cause important reason that issue produce , peasant of lost territory , too. The third part : How I solved peasant's problem in the lost territory to foreign countries to carry on investigating and research!, seek to solve peasant's problem method in the lost territory from the experience of foreign countries. The fourth part: I put forward the basic logic thinking and feasible suggestion as to how to solve peasant's problem in the lost territory: First, set up the nationwide unified social security system 1 including peasant of lost territory , peasant's minimum living guarantee of lost territory; 2, Peasant's endowment insurance of lost territory; 3, Peasant's medical insurance of lost territory.
