A Study On The Construction Of Villagers’ Center In Yueqing City

Rural grassroots social governance is an important content of harmonious rural society.For urban and rural infrastructure construction and community construction,"The decision of the Central Committee of the Communist Party of China on the comprehensive deepening of reform of certain major issues" pointed out,realize urban and rural equal basic services.In 2014,wenzhou is put forward to carried out within the scope of the villagers in the city center construction,pull open the prelude of yueqing villagers center construction.By integrating the resources from condensing and education the masses and serve the masses as the focus,to build a grass-roots organization activities at the center of the villagers positions,strengthening public service platform for the Windows,publicity and education to the masses and the co-construction and sharing of the villagers’ homes.But the villagers center construction for yueqing city belongs to new things,about the perfection of the establishment of the system mechanism,function,role play and so on all need further adjustment.This paper applies the theory and practice of the law,from the perspective of the new public service,drawing on the new public service theory on the government to highlight the service function rather than the pure "helm" concept,through six parts of Yueqing villagers center construction research to elaborate.The first part: introduction,In the context of this study,research significance,research methods,research status at home and abroad were introduced,and points out that the innovation of this article and insufficient.The second part: in view of the new public service theory connotation and new public management of related services,basic public services equalization theory and the theory of public service and so on were introduced,the key from the new public service seven main content this paper expounds the content of the new public service theory.The third part:from yueqing,yueqing villagers center construction purpose,yueqing villagers three aspects such as the specific measures for the construction of yueqing constructing situation of the villagers were analyzed.The fourth part: t Yueqing villagers of the new public service theory center problems exist in-depth analysis,and discussed the existence of this problem.Part V: For the above reasons,puts forward to strengthen the government service function,the introduction of social participation mechanism,establish the public interests as the goal of working mechanism,establish and improve the villagers center management and assessment of the long-term development mechanism,etc.The sixth part: summarizes the whole research from the aspects of innovation and deficiency.
