Research On The Support Policies Of The Entrepreneurship And Employment Of Urban Laid-off Groups

At the present stage,laid-off groups in city is different from the past in people's mind.Because of the economic transition,a variety of factors such as the adjustment of industrial structure,a large proportion of the laid-off groups accounted for the city vulnerable groups.It is an important part of the social vulnerable groups in the city.The population is not the same as physiological vulnerable groups,they are not "weak",just because of the objective factors that make their own value and ability not fully exploited,in fact they have great potential.Treating this kind of group,the government can not be treated like physiological vulnerable groups that are provided them with minimum living allowance and material security,should start from the source and essence,pay more attention to the development of their own ability,should actively take the support policies to create a fair policy environment for the urban unemployment groups,provide the platform and development opportunities for the urban laid-off groups to improve their own ability and develop their potential advantages.Lacking of their ability of work and knowledge and skills,this part of the group mainly engages in a lower level of labor.Working conditions is poor and wages are at a low level,they stay in the whole society with relatively low position.At present,the problem of the urban vulnerable groups is becoming more and more serious,which has affected the social stability and social development of our country.Therefore,it is very important and realistic to study the supporting policies of the entrepreneurship and employment of the urban vulnerable groups.This paper describes the related concepts of urban laid-off groups and the basic theory,analyzes the current the status of support policy of laid-off groups' entrepreneurship and employment,existing problems and reasons,combining with the analysis of the western unemployment vulnerable groups policy for reference.This paper mainly believes that the study of support policy of the entrepreneurship and employment of laid-off groups should take countermeasures research from the aspects of employment,entrepreneurship,training and guidance,the implementation of active employment promotion policies,broaden the channels of employment of laid-off groups;improve the labor market policy,expedite laid-off group employment information;strengthen entrepreneurship support policies to encourage laid-off groups for entrepreneurship;strengthen the occupation training policy,improve their ability of laid-off groups;strengthen occupation guidance of laid-off groups,change their concepts,by supporting policies to promote the development of city better.The improvement of the ability of the laid-off groups is linked with the needs of social sustainable development.
