Research On Employment Law And Policy For Urban Hardship Groups

Employment serves as the foundation for people's livelihood. “Promote employment and build harmonious labor relationship” has been taken as the priority for the work concerning people's livelihood and raising the employment rate has become the center for guaranteeing people's livelihood. In recent years, under the broad environment of unsound international finance, employment issue is still critical in C hina. Confronting such a severe situation, problems are unavoidable if the resource distribution is conducted by the self-regulation of the market independently. Therefore, government should design corresponding policies to protect the due rights and interests for people of different stratums.This paper firstly studies the employment policies concerning people suffering difficulties in finding jobs in overseas developed countries and cities of different C hinese regions on the basis of the case survey analysis and comparative study. Then, it lists and compares the corresponding employment policies of typical developed Chinese cities and relatively underdeveloped ones. It also introduces the overall employment situation and policies in C hina, the actual implementation situation of the employment regulations and policies concerning the group suffering difficulties in finding jobs in Q ingdao city and the applicability of the corresponding employment policies in the north district. Furthermore, it proposes specific suggestions by analyzing the employment policies of Q ingdao and summarizes the shortages, which could serve as reference for Q ingdao and other cities in designing corresponding employment policies.The paper is divided into 5 parts. Part 1 introduces the background of subject selection, the research significances, research status both home and abroad, research methods adopted by this paper and research thinking. Part 2 lists the relevant employment policies in some developed countries and in Hong Kong, Macao and other developed regions in C hina and analyzes the reference significances of such policies. Part 3 introduces the employment status in C hina, positive emplo yment policies being applied and employment targets and defines the group suffering difficulties in finding jobs. It then introduces the relevant employment policies and their implementation in some developed cities and relatively underdeveloped cities of C hina. Part 4 emphasizes the overall employment situation and policies in Q ingdao. It takes the north district of Q ingdao as an example to analyze and assess the employment policies and implementation in the north district from multiple perspectives and find the advantages and shortages of such policies. Based on the above mentioned research and analysis, part 5 proposes rationalized suggestions and solutions for the shortages of the corresponding employment policies in the north district of Q ingdao.
