China's Neighborhood Policy And Its Implications To Sino-mongolia Relations Under Xi Jinping's Leadership

This dissertation has analyzed three closely related subjects: investigating the notion of China's foreign policy,concept of neighborhood policy's role in China's foreign policy and an analysis of relations between China and Mongolia under Xi Jinping's leadership.The thesis consists of four chapters.Chapter 1 includes the background of the relations between China and Mongolia and China's obstacles to investing in Mongolia.For instance that,President Xi Jinping visited Mongolia respectively in August 2014,which illustrates the importance attached to neighboring countries by China and has also produced very good diplomatic effects in Sino-Mongolian relations stepping up to new level.Therefore,The dissertation then focuses on legal issues that facing economic and trade cooperation between Mongolian and China and discussed about the major problem existed in this area.Between 1949 and 2012,a total of 112 agreements and treaties signed between Mongolia and China,and 70% of these agreements are for the coordination of economic and trade activities.However,these legal arrangements have not been comprehensive enough to solve all the problems occurred in the bilateral cooperation.There are still many works to be done for the further improvement of the legal environment in the future.Chapter 2 analysis the Chinese neighborhood diplomacy,implementation of policy towards neighbor countries proposed by the CPC,“Good neighborliness,peaceful and rich neighbor” policy to Mongolia,and Chinese foreign policy under Xi Jinping.No matter from the perspective of geopolitics,historical and cultural linkages,economic and trade ties or security environment,Asia is a unique region of strategic importance to China's rise.Currently,the world and Asia's situations have undergone great changes and China's relations with neighboring countries face the test of transformation.Even in the post-financial crisis period,Asia is still full of vitality and has been the engine of world economic growth.The main concepts in the People's Republic of China's Concept of Foreign Policy have been changing reflective to the evolving international environment.In order to provide favorable political and economic environment for its own development,it is inevitable that China would stress the importance of the relations with its neighbors.In recent years China's neighborhood policy focuses on the implementation of the new concepts put forward by President Xi Jinping “amity,sincerity,mutual benefit and inclusiveness” and the effort to unswervingly safeguard national sovereignty,security and development interests.Since the new leadership took office,China's neighborhood diplomacy has taken a new look not only in guiding concepts and policy planning but also in innovation on means and concrete measures in diplomatic practice,displaying greater flexibility while standing by principles.Chapter 3 discusses the construction of “China-Mongolia-Russia Economic Corridor” serves the common interests of the three countries;it has already been acknowledged by Mongolia,Russia and other related countries and coordinated with their own development plans.For Mongolia,the coordination of “Steppe Road” and “China-Mongolia-Russia Economic Corridor” will boost the in-depth cooperation in several areas between China and Mongolia,and promote the development of export-oriented economy on the one hand,but also faces some challenges on the other hand.Chapter 4,the dissertation will review exactly how this policy is being played out in regards to Mongolia by the “The Belt and Road” Initiative and Mongolian “Steppe Road” project.With the “Belt and Road” initiative as underpinning,a new scene has appeared in China's neighborhood diplomacy characterized by seeking stability through management and planning.And the purpose of the new neighborhood policy is to create favorable conditions for the achievement of the “two centennial goals” and the great rejuvenation of the Chinese nation.Many relevant countries have responded to or participated in China's the “Belt and Road” Initiative,including Mongolia;while Mongolia's “Steppe Road” strategy is based on its own economic development.China has established comprehensive strategic partnership with Mongolia,under the circumstances,the interconnection between the “Belt and Road” and “Steppe Road” between the two strategies,will certainly promote cooperation to upgrade in various fields,as well as achieve the profit maximization of both countries.In the future cooperation,we need to specify cooperation projects,the objective evaluation of the existing problems of the two strategies,will have a positive impact on the future cooperation between the two countries.
