In recent years,China has become the world's second largest economy. At the same time, international political status of China is also becoming more and more important. In international affairs, our country gradually changed from the game participant to the rules maker." Belt and Road " diplomatic strategy is undoubtedly the best example of this shift.“Belt and Road” diplomatic strategy once put forward attracted the attention of all circles at home and abroad.Apart from praise and recognition, distorted and suspicious voice appears of the different times.Overseas Chinese media as an important expression of overseas exports in China,is the key to propaganda and promote “Belt and Road” strategy, which determines the cognitive content and attitude of the large number of overseas Chinese.Based on this, this paper presents three research questions.Research Question 1: Can the content of Xi Jinping's important speeches on the " Belt and Road” set the agenda of overseas Chinese media?Research Question 2: Can the standing point of Xi Jinping's important speech on the " Belt and Road” set the point of overseas Chinese media.Research Question 3: What is the difference between the different overseas Chinese media about the report framework of Xi Jinping's important speech on " Belt and Road " strategy? This article selected Xi Jinping' s 59 pieces of important speeches and 204 pieces of overseas Chinese media reports, including 69 pieces of Lianhe Zaobao,59 pieces of The China Press and 76 pieces of European Times.Based on the theory of agenda setting,we first carry out the correlation test on the topics of the two systems, including the object, the country, the tendency and so on,and then analyze the three media respectively. The study shows that the content of Xi Jinping's important speeches can set the agenda of overseas Chinese media very well. But Xi Jinping' important speech standing point cannot set the point of overseas Chinese media. In view of these three media, the characteristics of The China Press' s coverage can be concluded as: to report more complete important speech, tend to choose a small issue of controversy, and to actively promote " Belt and Road ".Compared with The China Press,Europe Times pays a higher degree of concern on the " Belt and Road ",and hold a positive attitude on the overall performance of propaganda. The characteristics of Lianhe Zaobao's coverage can be concluded as: the majority of commentary content, more concerned about the controversial issues, especially the South China Sea dispute and other regional issues;it maintains participation but also holds a cautious wait-and-see attitude.
