The Study Of The Security System Of Overseas Chinese Enterprises From The Perspective Of The Belt And Road Intiative

The current international politics and economy are changing more and more complicatedly and facing many unstable and uncertain factors,and the global economy is being confronted with profound adjustment.At the urgent moment,China puts forward the initiative of jointly building "The Belt and Road",complying to the tendency of economy globalization,opening up and cooperation,which is an active exploration of deep-level cooperation in global politics,economy and culture.Under this background,Chinese enterprises are insisting on the strategy of international development,speeding up the steps of "going global",and taking on the features of operating in key fields,diversified main structures and increasingly scaling up,etc.However,security risks are hidden behind opportunities.Faced with the severe traditional and nontraditional security challenges,the security issues in overseas Chinese companies are becoming more and more prominent.Security means everything.Security risk prevention of overseas Chinese enterprises is an important foundation and guarantee for implementing "The Belt and Road" Initiative.To support Chinese enterprises in making right security decisions and building a security system of overseas Chinese enterprises in a scientific and reasonable manner,this thesis,based on principles of risk management,first recognizes security risks facing countries along "The Belt and Road" Initiative and analyzes factors affecting security of overseas Chinese enterprises.On the basis of above-mentioned analysis,Chinese enterprises faces the following various security risk factors in countries along "The Belt and Road" Initiative,including political factors,terrorist attack,extremist forces,illegal and criminal activities,safety incidents as well as social and cultural differences,which would take a toll on employees,means of production,production and operating activities and so forth.It is an urgent issue to avoid and resolve these risks.Chinese enterprises involve in various investment and construction projects in the countries and regions along "The Belt and Road",however,the overall establishment of security system of overseas enterprises lags behind the reality needs.Enterprises security is facing many difficulties,including lacking risk management consciousness,overly relaying on consular protection while overlooking its own ability,the relatively delaying of legislation,uncompleted implementation of security measures,considerably shortage of foreign investment,insufficient contact between the enterprises and other parties,the scarcity of professional security services and other developing drawbacks.In order to establish scientific,effective and sustainable development overseas Chinese enterprise security system: this article starts with the horizontal comparison of the reality of security models,analyzes the common security models adopted by overseas Chinese enterprises along "The Belt and Road",individually evaluates the different security models including employing Chinese professional security enterprise to manage the professional orgnizations inside the enterprises,contracting with foreign professional security enterprises and other security modes,and offers design ideas and pratical experience for the innovation to the stereoscopic security models of overseas enterprises in the areas along "The Belt and Road".The establishment of the security system of overseas Chinese enterprises along "The Belt and Road" should improve the top-level design,bring the overseas Chinese enterprises' security system establishment into the advance of "The Belt and Road" at the strategic level,and regards the risk management as the foundation and guarantee for the implementation of the new opening up strategy,clarifie the guiding ideology and basic principles of the system establishment,design the enterprise architectures according to the thinking of the systematization of system framework,professionalization of security forces,institutionalization of incentives and guarantees and normalization of security cooperation,and finally,form the system architecture with the enterprises' security functional departments and related government sectors as the main body,which is supported by six security networks and operationally guaranteed by the five mechanisms,as well as make the optimal security decision through the continuous coupling while running different mechanisms and synergistic linking from different security elements,so as to effectively cope with the overseas security risks.
