Research On The Reform Of Pension System In Russia Under The Background Of Population Aging

With urbanization and modernization steadily accelerate,family size has been concentrated,increasing the proportion of nuclear family,function of providing for the aged in the traditional family was gradually weakened,making the pension become a burden on society.This phenomenon has strengthened the social significance of the old-age security system,which makes the social burden heavier.The function of the old age security system is becoming more and more important in the society,even it is an indispensable component of the social security system in each country.More countries have begun to advocate to probe and reform of the old-age security system,try to find out a more adaptable to the social realities of the country a system model,which calmly face increasingly serious pension burden.The effectiveness of the reform of the pension system has played a certain role in promoting social stability and rapid economic development,but there are still many problems,which need further research.Aging population,as a long-standing social problem,has caused serious impact on Russia's economic and social development.In 1992 after Russia's social pension security system of the two reforms:established the "three pillars" of the old-age security system in 2002,began levying a "unified social tax";cancel the unified social tax in 2010,change back to the old-age insurance payment.Through these two reforms,Russia's social old-age security system formed a multi-level,multi system,nation,enterprise and individual burden of third party,compulsory and voluntary combination of characteristics,but there are still pension funds are in deficit,low level of pension,pension distribution inequality problem.In 2015 Russia launched a new pension security act,to re-modify the pension calculation methods,and strive to solve the existing problems of the pension system.Through the analysis of the achievements and problems in the reform of the pension system,the influence of the reform of the pension system and the possible development trend were analyzed.
