Along with the accelerated process of political democratization, but a lot of the anomie of political participation behavior in the real political life, the contradictory situation makes how to regulate the citizen political participation has gradually become a new social issue. In this context, the study of civil factors of non-institutionalized political participation will have realistic significance. This study uses the national authoritative survey data CGSS2010, take empirical research methods, select two main aspects of citizens' political attitudes: political trust and political efficacy as independent variables, and the citizens of non-institutionalized political participation as the dependent variable, and selected demographic variables and social attitude factors as control variables, and then construct the binary logistic regression model, exploratory and confirmatory analysis of the correlation between the various variables. At the end, combined with the conclusions, this paper provides theoretical support and suggestions for standardizing the non-institutionalized political participation of citizens in the present period.Through the descriptive analysis of political trust, we find that the level of Chinese citizens' political trust is higher. The results show that citizens have a high level of trust in the central government, local government, and military institutions, and the analysis results also prove that the " Difference Sequence Pattern " of political trust really exist in the China society. Moreover, through the descriptive analysis of political efficacy variables, found China citizen political efficacy level is low, this conclusion also show that citizens believe that the extent to which their political participation affects the political system or the extent to which the political system responds to their political participation is low. Finally, the descriptive analysis of non-institutionalized political participation shows that the degree of non-institutionalized political participation of Chinese citizens is also low, and a large proportion of Chinese citizens are more willing to choose legitimate political participation or do not engage in political participation.Regression analysis showed that demographic variables, the Citizen highest level of education of diffusion-political participation significant and negative effect on citizens account type diffusion Political Participation and introverted type non-institutional political participation have a significant and negative impact, while citizens of the political landscape only introverted type non-institutional political participation has a significant and positive impact; social attitudes factors, citizens generally trust level only diffusion of non-institutionalized political participation has a significant and positive impact citizens special level of trust and sense of social justice-political participation levels is introverted type and non-institutional political participation and have a significant negative effect on the diffusion type, and level of subjective well-being of citizens only diffusion-political participation has a significant and negative impact; research mainly on two arguments, civic and political trust level external political efficacy level of diffusion-political participation and political participation introverted type have a significant and negative direction impact,and internal political efficacy of the diffusion type no-institutionalized political participation and non-restrained type system Political participation and have a significant positive impact.It is shown that the hypothesis set up at the beginning of the study has also been partially validated and established.Finally, according to the conclusion of the study and the specific situation of China, the paper puts forward the measures to regulate the non-institutionalized political participation of citizens, Such as deepening the reform of urban and rural dual household registration system to enhance the level of citizens' trust in grassroots governments and enhance external political efficiency Sense and control of internal political efficacy and so on, hoping to standardize the way of political participation, enhance the level of citizen's overall political participation, broaden the channels of political participation, and further promote the process of political democratization.
