Along with the continuous development of socialist modernization construction,Chinese democracy has also developed to a higher level, the continuous improvement of administrative efficiency and the continuous development of political culture, which lead to the public more and more understanding of their own civil rights, the demand for public appeal expression become more and more intense, and in the actual political participation,As institutionalized forms of political participation such as voting, election and petition cannot meet the current needs of the public for political participation, noninstitutionalized forms of political participation will be chosen, such as reporting problems through media or directly reporting opinions to government departments. When public demands are not answered or resolved in a timely manner, trust in the government is bound to be affected. In this process,if the government can respond to demands in a timely and effective manner,it can not only keep non-institutionalized political participation in the expressive stage, but also timely change the public’s attitude of trust in the government. This thesis mainly adopts empirical research methods from descriptive statistics, correlation analysis, regression analysis, and moderating effect test to study the relationship between the expression of demands, the most commonly participated expressive non-institutionalized political participation in the current era,and government trust. The results show that expressive non-institutionalized political participation will reduce the level of public trust in the government.Government response has a positive effect on government trust.Government response can regulate the influence of non-institutionalized political participation on government trust and improve the level of government trust.Based on the research results, relevant policy suggestions are put forward, such as paying attention to the expression of citizens’demands, guiding citizens to orderly political participation, paying attention to the positive impact of responses, and improving the response level of grassroots governments. This study has enriched the research perspectives and approaches of noninstitutional political participation and government trust, and provided references for improving the level of government trust and promoting and realizing citizens’ orderly political participation.
