Study On The Construction Of Povert Alleviation Of Rural Grassoots Organizations Under The Background Of Precise Poverty Alleviation

China's attention to the poverty alleviation has increased year by year,to build a well-off society in an all-round way,we must do a good job of precise poverty alleviation.But in the process of the implementation of poverty alleviation,the government develops the model of drawing into projects in the village and improves them in the whole village so that funds dispersed,the government-dominated poverty alleviation faces low efficiency and weak relevance and leading to the gradually decreasing of benefit of poverty alleviation in the poor areas,so,the key force to alleviate poverty precisely is whether or not the government allocated funds and projects can really implement well.As the major subject of rural poverty alleviation and development,rural grassroots organizations is at the front line of work in rural areas,which need to carry out and implement all kinds of poverty alleviation policies and agricultural projects that aimed to benefit farmers promoted by the central government and local government.This paper takes the precise poverty alleviation as the background and solving the poverty alleviation to the last mile as the purpose.It makes an analysis by a case of the integration of resources in the Xia village in Fengshan County of Guangxi Province.After showing the plight of the construction of poverty alleviation of rural grassroots organizations,this paper discusses and analyzes the ways,in order to promote the poverty alleviation abilities of rural grassroots organizations,to integrate projects,decentralize powers and construct the coordination mechanism among the rural grassroots organizations,governments and villagers,and also summarizes the achievements and experience.Government departments should strengthen the integration of internal resources,change the dominated role to a leading role,guide the participation of multiple subjects to help the poor and innovate the mechanisms of the funding use for the project.Meanwhile,Rural grassroots organizations need to change the working principles,strengthen the training to talents,enhance the prestige and cohesion of organizations.They should lead the public to play the main role in precise poverty alleviation and further develop effectiveness of the process of precise poverty alleviation so that helping the public out of poverty.
