Research On The Problems And Countermeasures Of Targeted Poverty Alleviation Led By Rural Grassroots Organizations

As the largest developing country in the world,China has always played an important role in poverty alleviation in the world.In the 40 years of reform and opening up,China's poverty reduction work has achieved great achievements that have attracted worldwide attention and successfully embarked on a path of poverty reduction with Chinese characteristics.Especially since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping's precise poverty alleviation and accurate poverty alleviation have created a new situation in China's poverty alleviation work.Nowadays,on the occasion of the 40 years of reform and opening up,the goal of poverty alleviation in 2020 is all out of poverty.The goal of building a well-off society in an all-round way in 2021 is getting closer and closer.China's poverty alleviation work has also entered the sprint period of attacking the country.Drip water does not become a sea,and it is difficult to become a forest.On the road of precision poverty alleviation,it requires not only the guidance of advanced ideological and theoretical,but also the strong cooperation and joint efforts of all levels and departments.The "Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Fight against Poverty" pointed out that the lack of capacity of grassroots autonomous organizations is one of the problems facing the construction of grassroots organizations in precision poverty alleviation.Rural grassroots organizations are the main body of self-governance self-management and self-service in rural areas and play an irreplaceable role in rural areas.In the precise poverty alleviation,rural grassroots organizations are at the core of the main body.However,in reality,there are problems such as unclear roles of rural grassroots organizations,unclear functions,and insufficient autonomy.As a result,precision poverty alleviation work is inefficient,poor in results,and on the surface,and even produces "sports-based poverty alleviation".phenomenon."Sports-based poverty alleviation" runs counter to the requirements of precision poverty alleviation.In order to eliminate this phenomenon,in order to achieve better cooperation among organizations at all levels in precision poverty alleviation,rural grassroots organizations must define their roles and positions and clearly understand their functions and responsibilities.Really play their own leading role.Therefore,studying the problems of rural grassroots organizations in leading precision poverty alleviation can help them find the existing problems,analyze the causes of the problems and finally provide effective and feasible substantive suggestions and countermeasures to help them find the right position and find the right way in the precision poverty alleviation.This paper takes Shangluo City,Shaanxi Province as an example,and interviews Xiangpu Village,Shekou Town,Shangzhou District,Shangluo City,using literature research methods,interview methods and theoretical analysis methods.Firstly,through field research and data access,we have a certain understanding of the poverty state and poverty alleviation model in Shangluo City.Secondly,we conducted interviews and research in Xiangpu Village.According to the interview results,we found that rural grassroots organizations lead the precision poverty alleviation;there is a shortage of resources.The lack of prestige,low enthusiasm for poverty alleviation,ambiguous functions and limited capacity.After analyzing and researching,the reasons for these problems may be:tax and fee reform,the abolition of agricultural tax has led to changes in the rural economic environment,the limitations of village cadres' thinking,the difficulties of rural grassroots organizations,and the imperfect working mechanism of rural grassroots organizations.Finally,through the combination of literature research and theoretical analysis,the paper puts forward suggestions and countermeasures to solve the problem,proposes to improve the economic environment of rural grassroots organizations,transform the traditional ideas of rural areas,clarify the responsibilities and functions of the main bodies in the process of poverty alleviation,and improve the rural grassroots organizations.The working mechanism is a large angle to enhance the ability of rural grassroots organizations to lead precision poverty alleviation.Through the study of rural grassroots organizations,this paper points out that as the grassroots organizations in rural areas should recognize their position in the first line of poverty alleviation,they should give full play to the role of the subject,take responsibility for accurate poverty alleviation,and better lead.And leading the function of precision poverty alleviation,through the improvement of their own ability to achieve poverty alleviation in poor villages,and ultimately up and down to win this fight against poverty.
