Letters and visits of discipline inspection and supervision,Public voice system of discipline inspection and supervision,refers that people report discipline problems of the party members and cadres or party organizations to the discipline inspection and supervision organs at all levels through letters,visits,telephone,network,etc..It is the fundamental and primary work of the entire complaint process and the main channel for relevant organs to obtain information and case clues.In practice,discipline inspection and supervision of petition work is also called petition report work.Public voice system of discipline inspection and supervision,part of the petition work,is known as small petition relative to the big petition.The petition is the democratic right of the masses of the people,and is one of the important channels for the political participation of the masses.It provides legal channels for expressing the interests and aspirations of the masses,and it is conducive to maintaining the harmony and stability of the society.On the basis of the letters and visits of the county,especially the K County discipline inspection and supervision and real practice and experience,this paper uses the relevant theoretical knowledge to analyse the present situation of the petition work of the grassroots discipline inspection and supervision.The main problems are as follows: the total number of letters and visits remains high;the number of repeated visits,the overstep visits,the outside business letters and visits are still rising year by year;the pressure of letters and visits is increasing;the handling method of petition is limited,the petition form is constantly renovated;the personnel of discipline inspection and supervision is not well-qualified;comprehensive quality needs to be improved.It is necessary to further analyze the causes of the problems and the grass-roots discipline inspection and supervision system mechanism needs to be further improved.The petition masses exist ideological errors;the legal awareness is weak;it has difficulty in balancing the request of the the petitioners and the coordination of the public sectors;and the local administrative environment of the grassroots petition is poor.According to the above problems,the author puts forward the following feasible measures and suggestions to solve the problem,that is to perfect the grass-roots discipline inspection and supervision work of institutional mechanisms,intensify the publicity and education of the petition masses,standardize petition order,deepen the “three transfer” task,find the balance between the petition and the public sector,strengthen the construction of grass-roots petition cadres of discipline inspection and supervision,optimize the atmosphere of local administrative environment.This paper hopes to play a theoretical guiding role in grassroots discipline inspection and supervision petition work.
