Study On The Supervision Of Discipline Inspection And The Work Of Letters And Visits And Perfection In G District Of Xuzhou

With the overall deepening of the system reform,China has experienced profound changes in political,economic,cultural and other fields Since the 18 th National Congress of the Communist Party of China.While promoting social development and progress and bringing great vitality and impetus,the reform inevitably intensify the conflicts and increase the social contradictions,resulting in the problem of letters and visits.Many of these contradictions and problems have poured to the discipline inspection and supervision organs to seek solutions.After the reform of the national supervision system,the supervision objects of the discipline inspection and supervision organs are increasing,the work of letters and visits will face some difficulties and more severe challenges.Whether the Discipline Inspection and supervision organ can deal with the problem of letters and visits scientifically and effectively will inevitably affect the high quality of supervision and supervision work.Therefore,it is an urgent task for the discipline inspection and supervision organs to do a good job in handling the letters and visits in accordance with the rules and laws,effectively deal with the letters and visits,and increase the sense of gain and satisfaction of the people.Based on the relevant theoretical knowledge of politics,social governance and law,this paper sorts out the theoretical development of the petition work of the Communist Party of China,and chooses g district in Xuzhou as the object of empirical study,this paper interprets the concept,function and process of handling letters and visits of discipline inspection and supervision organs,and compares them with the general letters and visits work.Through the methods of case analysis,interview and investigation,this paper makes a realistic investigation on the status quo of letters and visits of Discipline Inspection and supervision in g district of Xuzhou,and holds that the major feature of letters and visits accepted by discipline inspection and supervision organs in this district is that the number of letters and visits increases year by year,the phenomenon of "not believing in the letter" is prominent,and the problem of over-ranking visits remains unresolved for a long time.This reflects the concentration of hot-spot issues such as land requisition,relocation and other violations of discipline and law by grass-roots cadres,as well as greater pressure on anonymous letters and visits and visits outside the scope of business.Through further research,it is found that the discipline inspection and supervision organs attach importance to the role of the work of letters and visits in the supervision andenforcement of discipline,and have constantly improved their work measures,and have achieved certain results.However,with the increasing expectation of the people towards the discipline inspection and supervision organs,a large number of letters and visits to discipline inspection and supervision organs,discipline inspection and supervision organs still face many practical problems.There are many contradictions in the handling of a case,such as many visits,going over the top of the class,and making follow-up visits,etc..In addition,based on the wrong concept of "letters and visits do not believe in law",many letters and visits which reflect the problem of violation of discipline and law are often unsubstantiated,and the value of case clues is low,etc..Combined with the related theoretical knowledge,after in-depth analysis,the author thinks that the causes of the problems are various,the objective reasons are that the petition system needs to be further improved,the social foundation of the rule of law is weak,people's awareness of the rule of law is relatively weak and so on.The subjective reason also lies in the local government work measure to be perfect,the petition public opinion Guidance Work Dynamics is insufficient and so on.In order to solve the problems facing the petition work of Discipline Inspection and supervision in g district of Xuzhou under the new situation,the main countermeasures and suggestions put forward are to further improve the petition system,strengthen the publicity of policies and regulations,and establish a working mechanism of multi-department coordinated participation,improve the quality of discipline inspection and supervision letters and visits,and strengthen the construction of the cadres of letters and visits.There are 5 figures,1 table and 65 references in this paper.
