Maternity Security Reform Research Under The Background Of The Universal Two-child Policy Of China

As our country is stepping into country with low fertility rate,problems such as ageing of population,the gradually disappearance of demographic dividend,elderly care of old people who have lost their only child are prominent.To relieve the population paradox,our country carries out the universal two-child policy.However,the implementation of a universal two-child policy did not effectively enhance people’s willingness to fertility and had little effect on the improvement of population problems.In order to solve the problem of population,we need to reform the problems existing in maternity security,and give full play to the supply of maternity security,because the study shows that the factors affecting fertility are in the important factors.Based on the study of short-term and long-term effects on the implementation of universal two-child policy,this article is based on literature research and comparative analysis.Combined with the supply side theory perspective,found that the implementation of a universal two-child policy to solve the problem of China’s population is limited,and as fertility behavior directly related to maternity security affect the fertility will play an important role.Therefore,this article puts forward the improvement of the supply system of the maternity security system,which is based on the reform of the supply side and the improvement of the system supply of the maternity security,so as to improve the effective supply of the welfare of the maternity security and improve the fertility public service supply structure as an important means to promote the improvement of maternity security,To enhance people’s willingness to fertility,to solve the population problem to play its due role.In view of the current maternity security can not solve the problem of childbearing career development,family economic burden and child care,we focus on the shortcomings and difficulties in the supply of top-level system design,maternity benefit and maternity service.In order to solve the supply dilemma in the system of maternity security,we should put forward the direction of reform of maternity security,including improving the supply of top-level system,increasing the supply of maternity benefit and improving the supply of public service and so on.And ultimately to ease the demographic contradictions,improve the existing population structure,ease the aging population,promote the healthy development of the economy and society.
