As the main part of all economic activities and social activities,population quantity、quality of high and low、structural changes and so on plays a role in promoting or impeding to realize the sustainable development of human society.If the population problem is not handled well,not only affect happiness for each family,but also bring serious consequences to the country’s economic construction and social development.China is a big country with a large population;the population problem is more prominent,more complicated.Since ancient times,whether Western or China have many discussion about population phenomenon,and make a long influence population thought,and then into a system of population theory.These population thoughts and population theories provide theoretical support for the formulation of population policies and the solution of population problems.The guiding ideology to solve the population problem in our country is Marxist population theory,which was founded by Marx and Engels in the 19 th century,and after Lenin and Stalin who formed the rich development of scientific theory,is an important part of Marxist political economics.The universal two-child policy of the current implementation is Marxist population theory in our country,the product of population policy in practice in the new period.This paper uses the historical analysis,analysis of the research methods of combining theory with practice,combining a large number of literatures to systematically hackle the produce process of Marxist population theory and the main contents.And then expounds Marxist population theory’s impact on the development of the population and economy in our country before the universal two-child policy,especially points out that "Population growth plan" conform to the conditions of economic development at that time.In the face of an ageing population trends and the emergence of some new population problems,it is imperative to adjust the population policy,so also uses the Marxist view of population to analysis and discuss the necessity and significance of the universal two-child policy,This is conducive to the smooth implementation of new policy.And then,Through prediction and analysis the economic and non-economic factors that lead to the plight of population development at this stage and the corresponding measures are put forward,Finally,combined with the Marxist population theory on the future of China’s population development policy to further adjust and improve the thinking,which is to open up the birth at the same time,efforts to improve population quality,adhere to the "demographic dividend" and "talent dividend” in order to achieve population long-term balanced development in our country as well as for the healthy and sustainable development of China’s economy into a new vitality.
