Heilongjiang Province is situated in most northeastern part of China, with the total acreage of 473,000 square kilometers, and the length of border line sharing with Russia up to 3038 kilometers. Anti-smuggling Department of Harbin Customs bears the responsibility to combat smuggling in Heilongjiang Province, facing the complex anti-smuggling struggle situation, therefore it is significant to studies situation of law enforcement risk of the department, to improve the systems of law enforcement risk control, to strengthen ability of law enforcement of the police , to play an essential role in national economy macro regulation and to realize administration by law and administration of country by law.After 1990s in 20th century, on the basis of research in overseas customs new management principle and management pattern, Chinese Customs gradually form theory of risk management in customs. The anti-smuggling department of customs undertakes dual legal jurisdiction of the criminal law enforcement and the administrative law enforcement.Hence, law enforcement risk control of anti-smuggling department is worthy of further discussion.This thesis is aimed to apply administrative jurisprudence theory, the administrative management theory, the public management theory, the public security management theory and the criminal law, etc. to analyze the main risks of law enforcement of the anti-smuggling department under the current situation, with the working practice and the construction,implementation and operation of law enforcement risk control systems of anti-smuggling department in Harbin Customs, to evaluate the actual application situation and the extent of effectiveness of law enforcement risk control systems of anti-smuggling department in Harbin Customs, to understand the advantages and limitations of law enforcement risk control of anti-smuggling department in Harbin Customs, to give advice of improvements in the end.
