Research On The Collaborative Governance Network Of NIMBY Mass Events

With the accelerated process of urbanization, the demand for public services is increasing. The construction of some public facilities benefits the whole society,while it also concentrates the cost on a certain area, resulting in the resistance of the residents. In the risk society, people's awareness for risk has been hugely magnified, coupled with catalysis of the media, large scale mass incidents may easily be reduced by the slow response of traditional administrative system. Nowadays, although the governance body of NIMBY group events is in a diversified trend,the government still plays a leading role and the status between various entities remains unequal. On the basis of this situation, the article sorts out the related concepts and summarizes the overview of the past 10 years' NIMBY mass events and its development trend. Social Network Analysis is employed to measure the network structure and node locations. The results indicate that the role of the governance body is obscure and the relationship has not been closely linked in the governance network. What's more, some problems also appear in the governance process. Based on this condition, the essay proposes the concept of building collaborative governance network of NIMBY group events. A static NIMBY group events collaborative governance network is ultimately built by analyzing the generation basis, construction principles, the roles of each node and their mutual relationships.Meanwhile, some solutions are put forward from the view of risk management,decision-making, interest-balancing and many other aspects to ensure the health operation of collaborative governance network.
