In the early 1990s,Tanzania was one of the poorest countries in the world.The only country with a lower income per person was Mozambique.During the next twenty years,Tanzania has achieved significant economic growth.And it made Tanzania the typical case of foreign aid helping recipients promote economic development and reduce poverty.With the elaboration of Tanzania's history of receiving foreign aid,the thesis tries to explore the changes in the relationship between the government of Tanzania and the donor countries and organizations,and emphasizes on analyzing the influence of foreign aid on Tanzania's economic and social development.Foreign aid played a crucial role in Tanzania's post-independent development.The development policies of Tanzania were closely related to the attitude of the donor countries and organizations,which greatly influenced Tanzania's developing track.Form 1960s to 1980s,Tanzania was one of the highest recipients of foreign aid in the world.These assistance funds were an important guarantee for a series of economic and social policies carried out during the Julius Nyerere era.However,Nyerere's policies did not work,resulting in the dismal performance of economic and social development.During the early 1980s,the donor countries and organizations reduced assistance to Tanzania,forcing it to carry out comprehensive reforms.Under the huge pressure of aid curtailment and economic collapse,Tanzania finally compromised,and started reform attempts.Starting in 1986,and as a way to reward the change in policies,the donor countries and organizations increased assistance,and continued to use it as a tool to induce Tanzania's further reforms.Since 1996,Tanzania has achieved stable economic growth and significant social situation improvement.And it became the successful case of recipient's development.The Tanzania case shows that whether foreign aid paly a positive role or not depends on the aid policies and the international environment,and depends more on the development of African countries themselves.It will be a major problem for African countries to effectively use foreign aid to promote their own development.
