The New Zealand government purchasing public service is a special model of public service reform in Western developed countries.The government has a special model of introducing contract and market mechanism with competition and performance at the core.Both administrative and economic efficiency are improved.In this paper,I regard the New Zealand government purchasing public service as the main object of my research,seek to explore internal passwords,general rules,basic practice and valuable experience behind the success of its purchasing public service.This paper put forward contract and market mechanism as its basic idea,and see them as the research orientation.Though analysis of the reform approach based on contract and market mechanism,this paper will make clear of basic logics of New Zealand government purchasing public service such as reform background,system design,operation practices,effectiveness evaluation and valuable implications.In addition,this paper try to reach the goal of giving readers a comprehensive and scientific introduction about the New Zealand government purchasing public service,which will be useful in China's reform.This paper consists of an introduction and five specific sections,having a total of six parts.The first chapter is the introduction part,which focuses on the origins and significance of the topic,current research status,research logic and methods.The second chapter mainly analyses the reform background of the New Zealand government purchasing public service from the logic of practice and history.The advance of its reform is mainly stimulated by the development crisis of the welfare State,the evolution of public administration theory and the requirement of governance reform,which is also an innovate response to the supply of public service.The third chapter mainly analyses the system design of the New Zealand government purchasing public service through the "Market-Contract" orientation.According to the analysis of guide theory of contract and market mechanism and the system framework of performance management and socialized service,policies and regulations,all of them constitute a cornerstone of the New Zealand government purchasing public service.The forth chapter is based on the operation logic of the agent,mechanism and method,to analyze public service diversified supplier such as government agencies,marketing companies,non-profit organization and describe their features.And to introduce the operation of multidimensional mechanism such as finance-payment,competition-purchase,monitoring-evaluation mechanism,as well as the process of diversified cooperation ways such as outsourcing contract,vouchers and government subsidies.The fifth chapter assesses the basic effectiveness of the New Zealand government purchasing public service from the view of value and result.Through the analysis on evaluation objectives,assessment methods and evaluation results,we can see the great value and a major rule of the service purchase.The last chapter mainly analyze experience and implication of the New Zealand government purchasing public service through the view of lessons learned.And draw a conclusion of its main implications as following:Firstly,specific orientation of government's role in public service,building services-responsible Government.Secondly,separation of provision and production of public services,providing social-diversified services.Lastly,improve policies and regulations of public services purchase,forming a fair-competition environment.
