Public legal service is an important part of public service construction and is an indispensable part of the rule of law's construction.With the development of legal construction in China,the importance of public legal services is becoming more and more prominent.In this paper,taking the government purchase of public law service related issues as the research object and choosingHangzhou city as a case to analysis the practice,the current common problems widely existing in local government purchase of public legal services are interpreted detailedly,and combining the reality of local government put forward the improvement of the targeted Suggestions.The paper is divided into five main parts.The introduction mainly introduces the background and significance of the research.The present situation of the research on this subject is explained in detail.The above content has laid a solid theoretical foundation for the research.The second part of this paper introduces the basic theory of local government purchase of public legal services.The first choice is to determine the relevant concepts of local government purchase of public legal services.This paper mainly introduces the basic elements of local government purchase of public legal services,including buying subject,accepting subject,using subject,service scope and purchasing mechanism.The whole paper also basically revolves around the above elements.Finally,the theoretical basis of local government's purchase of public legal services mainly comes from cooperative government theory,administrative contract theory and rights standard theory.The third part of this paper takes the public legal services of Hangzhou municipal government as an example,introduces the status of the purchase of legal services in the city,and introduces the main contents of the service.Through years of practice in Hangzhou,the government has achieved some social and legal effects in purchasing public legal services.The fourth part of this paper is to reflect on the problems and causes exposed by Hangzhou government's purchase of public legal services.The combing of the existing problems is mainly through three perspectives: first,the perspective of purchase subject;The second is the perspective of service subject;Third,the market view of public legal services.On the reason analysis,mainly according to the local government purchase public illustrates the related elements of legal services,from the subject,object,market analysis caused by the local government purchase public law service the reasons of slow development.In the fifth part,the author puts forward some thoughts on the existing problems.It is believed that further improvement of the current local government purchase of public legal service construction can follow the following perfect ideas: local governments guarantee the various links through the legislative level,and standardize the purchase behavior;To establish and improve a diversified public legal service supply system to meet the needs of more groups;To strengthen the government's budget management to purchase public legal services and to regulate the budget mechanism for purchasing public services;We will further cultivate and develop a healthy market for public legal services.
