Research On Multiple Cooperative Governance Mechanism Of Village With The View Of Social Capital Reconstitution

Under the current background of national administrative power withdrawing,rural economic differentiation,rural hollowing,the extant rural governance pattern was being questioned.In the aspect of rural governance,it is a new significant topic that transforming the situation of system convergence into institution innovation and long-term phenomenon.Currently,based on their own social nature,a number of villages introduced the traditional resources into rural governance system with the guidance of the superior Government.This new kind of governance system shows Chinese characteristic and excellent governance effect,therefore highly valued by the Party and government.The research based on the exploration and practice of governance reform of Baini in the background of grassroots government responsibility dilemma and village governance disorder First,study the documentation about Chinese traditional rural governance and multiple cooperative governance.Second,collect a large number of primary data and secondary data through the field research.Then analysis the research date by grounded theory.Third,elucidate the main category emerged through grounded theory,and analysis their logical relationship.Finally,to finding out the practice approach of social capital mobilizes the participation of multiple subjects to village governance and try to construct theoretical model of Multiple cooperative governance mechanism.The results indicate that,the government of Baini repartition the administrative unit according to nature village,to enhance the village trust and social capital by take full advantage of the governance resource such as rural elites,ethical norms,village organizations and so on.The social capital mobilizes the participation of multiple subjects and rebuilding of parliamentary procedure provides the institutionalized paths for multiple governance subjects.Multiple cooperative governance mechanism was structured with the combine of exogenous order and endogenous order of village.In the situation of villagers' self-governance system is imperfect and the change of institutional is backward,it is an effective way to resolve the dilemma of rural governance to fully respecting and utilizing the local governance resources,mobilizing a large number of human and material resources into the rural governance network and forming the effective participation of the multi-cooperative governance mechanism.There is not only the theoretical significance for the development of rural governance theory with Chinese characteristic but also practice significance in providing successful experience of rural governance and promoting comprehensively deepening reform of the vast rural areas in this research.
