Since China is a large agricultural country with a long history of agricultural civilization, agriculture, rural areas and farmer are the foundation of the nation. Since the founding of the People’s Republic of China, the rural governance has experienced some stages, which are the preliminary stage of the foundation, people’s Commune, reform and opening-up, meanwhile, the corresponding rural governance models are formed. While the rapid development of urbanization and in-depth rural reforms have presented unprecedented opportunities for rural development, they have also brought about some problems in the rural governance, which calls for the existence of new rural-governing models. The general objective of promoting the modernization of country-governing system and governance ability was proposed in the third plenary session of the 18 th Central Committee of the CPC. As the basis of country governance, rural governance faces the challenge of meeting the constantly changing reality.This thesis intends to explore the roles the various governance subjects played in the process of rural governance and their behavioral patterns and interactive relations after the analysis of the plight of the rural governance and its reasons. Adopting the polycentric governance theory, the thesis is carried out in the perspective of multi-subject in the rural governance with the research methods of literature, history, structural analysis and ect. In the practice of rural governance, there have existed many problems, which include old problems, like the imbalance of rural relations and relation between the two councils and new problems, like brain drain, behavior deviations, the negative influence of rural clan force and the deficiency of folk organizations. The combination of old and new problems tests the performance of rural governance. Therefore, the thesis aims to regulate the behaviors of governance subjects, reconcile the behavioral relations among the governance subjects, optimize the structure of the governance subjects, form the governance pattern of the positive interactions among multi-subjects, and eventually realize the objective of favorable rural governance.
