As the modernization and industrialization of Chinese agriculture starting,the dispersive and small-scale cultivation become unable to meet the demand of the large-scale management.In this context,land transferring become the realistic choice of achieving agriculture modernization.However,the imperfect of farmland transfer market's transaction system,and the asymmetry of transaction information,the vagueness of farmland property rights,the lack of farmland transfer legal norms,had limited the normal transaction of rural land.The market can't effectively allocate resources,and only rely on the spontaneous transferring can't meet modem farmers' demand of large-scale.Meanwhile,the intervention of local government,who play a role of rural land ownership's agent in farmland transfer,has not only settle the problem of high transaction cost and information asymmetry,but also achieve the goal of large-scale and centralization.However,the grain production don't get a larger increase as the large-scale management and the participation of local government.Along with the degree of local government's participation in farmland transfer has been deepened,the allocation of farmland resources had undeigone great changes,and the production and management decision of farmers had been greatly affected.In additiol,the nonfood become a popular phenomenon,which have a great influence on grain production.Then,how the participation of local government in farmland transferring affect the grain production?What impact will be on grain production?And,whether have a different impact,when the participation degree and the participation way is differing.Around these questions,this paper will research the impact of local government participation in farmland transferring on the grain production,from both theoretical and empirical aspects.Firstly,based on government regulation theory,theory of scale economics and so on,we analysis the reason that local government participate in farmland transfer from different ways and conclude the operation form,the main practice,the type and the variation characteristic of local government's participation in farmland transfer.Secondly,this paper established a theoretical analysis framework between local govemments,participation in farmland transfer and grain production.On the basis of the theoretical analysis framework,this paper explored the Influence mechanism of how local governments' participation affect grain production,from the land use condition change and economics entities' production management decision.And then,I have established a response model,of local governments' participation in region grain production.Thirdly,based the survey data of Jiangsu province,this paper had a descriptive analysis on characteristic of householder,family,farmland transferring,and grain production.Then,I estimated the influence coefficient with the OLS,which has a robust standard error.The result shows that local governments' participation had a significant and negative impact on grain production.Fourthly,based on the response model,this paper explored the impact on the grain production when the local governments' participation degree and ways differing.The results show that the different participation degree had a significant and negative impact on grain production,and when the participation degree upwards,the impact on grain production lower.Besides,different participation way had a different impact on grain production,for instance,a subsidy for large scale of farmland transfer and land consolidation had a significant and negative impact on grain production,and the access qualifications set by local government had no significant impact on grain production.Finally,based on the theory and empirical analysis above,this paper put forward some policy revelations to improve the institutional arrangement of local governments' participation in farmland transferring,from the point of strengthening the government service function in guiding the farmland transferring,developing moderate scale management of grain production,completing the grain subsidy policy and grain price protection policy.
