Landless Peasants Responsibility Of Employment Process

Urbanization is the only way to modernization,It's China's domestic demand and the driving force of development.Our developing focus is still vigorously promoting urbanization in the coming period.But the rapid urbanization around has also produced one problem-A large number of landless farmers and social security,employment issues associated with."No land to farm,no social security,no jobs,",a true portrayal of living status of landless peasants in some areas.lt not only the damage of their interest,but also an important factor that affect social stability.Solve the problem of landless peasants is a necessary premise for the smooth urbanization.Landless farmers regain sustainable livelihoods with various resources provides by government,is the ultimate goal.According to domestic and international experience,employment is the basement of long-term development.Achieving stable employment of landless farmers as the starting point,based on Government Responsibility Theory,as a case study of Huaining County of Anhui Province,work out the responsibility of local government in the course of employment of landless peasants and the present situation how does they fulfill this duty,and then recommendations related to strengthening of responsibility.Firstly,what's the role of government in the employment of landless peasants,as an important question,needs to be addressed.On reference to the relevant laws and regulations and policy documents,combined with government responsibility theory,I summed up the theory of government responsibility system in the course of employment of landless peasants.Through field survey and interviews,we found that local government plays important role in the employment of landless peasants,based on the government responsibility system summed up by myself.Huaining county government actively fulfill the corresponding duties in promoting the employment of landless peasants.Formulate employment policy,build institutional mechanisms to implement policy,provide relevant public employment service included skill training and employment guidance,support and encourage entrepreneurship.However,there are also some problems can not be ignored.Employmernt policy is not strong point,effectiveness of employment training needs to be improved,limited effectiveness and appropriateness of recruitment platform,lowly entrepreneurial support and so on.These problems result from tripartite body,the government,landless peasants and social.Government has low power to fulfill duty,system related land requisition needs to be improved,landless farmers are consciousness of rights,social groups have weak supervision.By folly understanding the actual situation of the research area,we made recommendations to strengthen the responsibility,which contains three aspects,build dynamic mechanism to assume duty,provide better employment services,encourage entrepreneurship.
