Study On The Protection Of Rights And Interests Of Landless Farmers From The Perspective Of Government Responsibility

With the rapid economy development and the promotion of urbanization,Many farmers have lost their land and become landless farmers because many lands are expropriated.If farmers lose their lands,they will lose their source of livelihood.It comes into acute problems,and have become an important factor affecting social harmony and stability.If the rights and interests of landless farmers can not be protected legally,there will inevitably raise to a series of social problems and seriously affect the social harmony and stability.As the leader of rural land acquisition,the government plays an important role in protecting the rights and interests of landless farmers.So the government should protect the legitimate rights and interests of landless farmers on the principle of fairness and justice.Based on the theory of property rights and the theory of new public service,the paper analyzes the situation of the rights and interests of the landless farmers in H City,analyzes the causes of the damage of the rights and interests of the landless farmers,constructs the framework of the government responsibility system from the perspective of the government responsibility,and finally puts forward countermeasures and suggestions for the protection of the rights and interests of the landless farmers,so as to provide reference for the government to solve the problem of protecting farmers' rights and interests,which plays a certain role in promoting the survival and development of landless farmers.Through the research,The problems of the government's performance of duties are not in place,the lack of accountability mechanism,the low moral level of staff,which leads to the damage of the rights and interests of landless farmers.Therefore,in order to protect the rights and interests of landless farmers,governments should undertake the corresponding responsibilities to full play to their roles,and effectively perform their political,economic and social responsibilities.This requires the government to constantly improve the compensation system for landless farmers,promote the process of the government's rule of law,promote the implementation of the government's responsibility,provide equal reemployment opportunities for landless farmers,improve the social security system for landless farmers to protect the rights and interests of landless farmers.
