Research On Government Responsibility For Sustainable Livelihoods Of Landless Farmers

At present,China is in a decisive period for building a well-off society in an all-round way.Land-lost farmers as an important part of society and achieving sustainable development are not only an inevitable requirement for ensuring a well-off society,but also an overall urban-rural development strategy to accelerate urban-rural integration Important task.With the continuous advancement of industrialization and urbanization,a large amount of land is required to meet its development,and the demand for land is increasing.Millions of farmers are forced to leave the land on which they depend,and become the victims of urban development and Vulnerable groups between urban and rural areas.Due to the widespread problems of landless farmers with low cultural quality,lack of employment skills,and low savings stocks,sustainable livelihoods are in trouble.As the land expropriator and public service provider,the government should assume the responsibility of ensuring the sustainable livelihood of the landless farmers and ensuring their pursuit and realization of a better life.This article revolves around the theory and framework of sustainable livelihoods,analyzes the sustainable livelihoods of landless farmers from four aspects: human capital,financial capital,social capital and physical capital,and conducts field surveys of S communities in Shunqing District of Nanchong to find the lost Farmers generally have low levels of human capital,insufficient financial capital reserves,limited social capital,and a weak physical capital foundation.Coupled with poor government responsibilities,the compensation for landless farmers is unreasonable,social security is incomplete,and employment assistance is inadequate.The incompleteness and integration of the city are not in place,and the sustainable livelihoods of landless farmers are in trouble.The landless farmers' sustainable livelihoods are in trouble on the one hand due to their own factors,and on the other hand because the government has not fulfilled their corresponding responsibilities in all aspects and angles.The reasons for the government's poor performance include the following aspects: As far as the government is concerned,driven by its own interests,coupled with inadequate supervision mechanisms and poor performance evaluation,the government's sense of responsibility is not strong.As far as policies are concerned,it is mainly due to insufficient supply of basic systems,such as the lack of a land acquisition compensation system,the incompleteness of the social security system,and theincompleteness of employment security laws and regulations.The economic aspect is mainly reflected in the limited financial support,that is,the central and local fiscal powers are not equal,and the local government fiscal revenue is insufficient.In terms of urban integration,due to the rampant dual structure of urban and rural areas,coupled with distressed identification,low social interaction and unsatisfactory living environment,urban integration of landless farmers has been hindered.After long-term efforts,socialism with Chinese characteristics has entered a new era.In this new era,the people's demand for a better life is constantly increasing.As a vulnerable group of social groups,land-lost farmers have become a livelihood issue that the party and the country attach great importance to and concern for,and it is urgent to ensure the sustainable development of land-lost farmers.The government should fulfill its responsibilities from the following aspects: First,the government should strengthen the construction of personnel responsibility awareness,improve the government supervision mechanism and establish a scientific government performance evaluation system.Secondly,provide adequate institutional guarantees by improving the market-based compensation system for land requisition,implementing a comprehensive social security system,and improving the employment security system for landless farmers.Furthermore,go hand in hand to strengthen financial support,on the one hand,to build a modern financial system with clear powers and responsibilities,and on the other hand,to increase local fiscal revenue.Finally,take multiple measures to accelerate the urban integration of landless farmers,such as gradually eliminating the urban-rural dual system,guiding concept adaptation,optimizing social networks,and improving the living environment.
