Energy is not only a driving force for the development of a country's economy, but also an important pillar of national security. In this field, from the energy mining to energy use, it contains many stages, complex system, and different stakeholders. The formulation and implementation of rules is very important for adjusting the various relations. Based on this situation, the laws, policies, regulations and standards that express the country's obligation have important functions due to the authoritative position in the policy system of energy sector. These documents are important and necessary for promoting the economic development and energy conservation, ensuring energy security,and achieving sustainable development.At present, China is in the process of building a modern country under the rule of law. The effect of law enforcement is very important. Energy law department as an important rule system for regulating energy production, circulation, consumption and safety is an extremely important part of our legal system. Effect of law enforcement is a matter of national economy and people's livelihood. The development trend of the important factors and its relationship with the legal effect are worthy of our attention and research. Among the influencing factors, the legal coercive force is the characteristic attribute inherent in the law, its way of acting on the legal effect is a very important theoretical problem.This paper analyzed the current situation of legislations and summarized the important laws and regulations in China's energy field. By the comparative analysis of the 3 dimensions, i.e. legislative time, legal level and content, the results showed that the legal policy is getting gradually clear, and the mandatory is strengthened. Considering the methods of comprehensive evaluation, data availability and objectivity, the "energy conservation law" and "renewable energy law", which has different constraining force,were selected for case study. Using trend analysis and variance analysis, the effect of their implementation or revision are quantitatively analyzed. The results showed that there isn't obvious correlation between the mandatory difference and the effectiveness of the implementation, but there is a certain degree of correlation between the mandatory difference and implementation stability. Based on this conclusion, some suggestions on the development of energy laws and policies were proposed. The different focus in the process of legal development were emphasized. It's beneficial to improve the implementation effect in the process of energy law policy formulation in China. These findings provide an important reference for the future legal development and revision in the energy field.
