The Research On Regional Energy Strategy Oriented From The Sustainable Development

Being the subsystem of the giant system of society, energy is closely related to all other subsystems, such as economics, environment, and ecosystem. It is necessary for us to probe into their inner logic relations and functions with energy system to get the clear cognition of the choice of regional energy strategy. Originated from this system opinion, and guided by the rules of the sustainable development, the following subjects are included in this dissertationregarding Shijiazhuang as the example: 1. Presents the mechanisms and directions by which the energy strategy of the country and the zone is chosen. 2. Analyses the structure and the fundamental properties of the energy system. A figure of energy flow(Energy Referencing System)is also drawn and an overall energy balance table is laid out to describe the details of the present energy system of Shijiazhuang. 3. With new increasing theory and dissipative structure rules employed, the restrictive effects of essential energy exhaustion to the economy increases and the consequently effects to the changes of industrial structure are expounded.Principles for determination of mineral energy prices are also studied. 4. Has a deep research into the environment pollution caused by energy utility. The polluting effects of energy utility to the atmosphere in the city are measured. Concepts of Pollution Overall Reduction Pattern and Green Taxes are explained in details and expatiations on pollution preventing measures of the city are also included. 5. Quantitative analysis with mathematical tools such as Combined Prediction, Input-Output Analysis, Sensitive Analysis and Multiple Objective Planning are used to optimize the energy system of the city. Thus the developing strategy is formed altogether with its developing orbit. 6. Finally,this paper investigate innovations in today.s energy system of the city, which together with the science and technology progress is the key to the sustainable development of Shijiazhuang.
