The Research Of The Status Quo, Problems And Countermeasures Of The Doctors's Qualification Examination Management In China

The examination of doctor's qualification started in 1999 according to the doctor law of the People's Republic of China. The examination of doctor's qualification is an entrance examination for the medical and health professionals, regulated by the doctor law of the People's Republic of China. The certification issued by National Health and Family Planning Commission is an approval for the medical techniques to prove that the holder is qualified for independent medical treatment. The certification will not be expired. The establishment of the institution of practicing physicians is an important measure for the approval of conduction medical treatment in China.In spite of a late start, some explorations has been made to improve overall qualities of all doctors and the qualities of medical education, to promote the communication with international doctors. These actions has made great contributions to the development of the national medical services. Compared with the examination of doctor's qualification in developed countries, there is a great gap in the form, extension, content and management of the examination, where improvement must be made immediately.The paper using the methods of literature review and interview analyses the current status of the examination of doctor's qualification, especially the problems and corresponding reasons to bring up countermeasures for the constructive references of the following work.There are six chapters.The Chapter one is induction. Induce the background of the examination of doctor's qualification in China,specify the management of the examination of doctor's qualification as the subject and adopt research methods of philosophy and social science, such as literature review,interview and so on.After literature review to compare the examination of doctor's qualification in China and some other countries like America whose examination started earlier than Chinese ones. From domestic literatures, the problems are the homogenized institution and mode, the unsound legal system construction, the weak training for the invigilators and the lack of credit in the examinations. The literature review helps to know about the current situation of the examination of doctor's qualification and establishes a solid foundation for the following work. At the same time, it expounds the new public management theory, public governance theory and the relevant theory of the third sector, which provides a theoretical basis for the follow-up writing.The chapter two introduces the current situation of the management of the medical qualification examination. It demonstrates the development context of the qualification examination system, the imbalance between theory examination and practice examination in current management of physician qualification examination, the necessary improvement for the examination and the quality of examination staff.The three chapter introduces the problems existing in the management of licensed doctors' qualification examination in china.This chapter mainly introduces problems in China's qualification examination management: low pass rate for qualification, weak practical skills examination, low pass rate, cheating in examinations and low internationalization.The forth chapter proposes measures to optimize the management of medical qualification examination. One is the government give full play to the function of social management, perfecting the legal system construction and management of medical qualification examination, strengthening guidance and management of the school,supervising the examination management department to establish a standard for evaluation standard, and reforming the examination physician qualification assessment method. The second way is to give full play to the social service function of the government. The modern technology is used to improve the simulation of authenticity, improve the examinee's level of education, strictly control the qualification audit. The third way is to combine multi-department to improve the examination management. The government should strengthen financial and policy support, and give full play to the role of industryorganizations.The fourth is to change the content of the examination. Increase the knowledge of Humanities and Social Sciences, the prevention of medical knowledge and data application ability. The fifth is to strengthen the construction of good faith system to prevent cheating in exams.The chapter five is a summary. It mainly summarizes the content and conclusion of the research and points out the shortcomings.
