Study On The Current Situation,Problems And Countermeasures Of Comprehensive Administrative Law Enforcement Of City Management In Beijing

In the third Plenary Session of the 18th CPC Central Committee,"promoting the state governance system and the modernization of governance capacity" as the overall goal of the comprehensive deepening of the reform in the new period,the urban fine governance is an important embodiment of the modernization of the governance ability,and the comprehensive administrative law enforcement of urban management is an important aspect of the fine governance of the city.Beijing,as the first pilot city to carry out the relatively centralized power of punishment,has been in the forefront of the country as a benchmark in the comprehensive administrative law enforcement of urban management,which plays an important role in maintaining and improving the capital environment order and promoting the fine management of the city.Based on the above background,this paper takes the comprehensive administrative law enforcement of urban management in Beijing as a sample,introduces its advanced mode,analyzes its existing problems,and puts forward innovative and constructive reform opinions,in order to provide reference for the current reform of the system of urban management law enforcement in China.This article is divided into five parts,the first part is the introduction,which mainly introduces the background,purpose,significance,ideas and methods of the study.The second part is a theoretical overview,mainly on the related concepts,theoretical basis,the status of the research,and the third part is the main status of the comprehensive administrative law enforcement of urban management in Beijing.The historical evolution,the general survey of the law enforcement team,the "big city management model",the shift of the center of gravity of law enforcement,the strong scientific and technological support,and so on.The fourth part is the analysis of the problem of the comprehensive administrative law enforcement of urban management in Beijing.It mainly analyzes the existing three major problems of the serious lagging of the legal system construction,the way of law enforcement after the bigotry and the low social participation.Short board,and analysis of the reasons for the problem by one by one;the fifth part of the comprehensive administrative law enforcement of urban management in Beijing reform countermeasures,mainly for the legal construction,law enforcement,social participation problems and put forward constructive countermeasures.Finally,a summary of this article is made and a brief review of this paper is made.It is believed that the "big city management"route of the comprehensive administrative law enforcement of urban management in Beijing is effective.The short board of the three aspects of legal construction,law enforcement and social participation should be accelerated.At the same time,it points out the shortcomings of this study.
