Research On Mao Zedong's Collective Consultation Decision-making Model

Ever since the birth of policy science,the “process” research of public policies has always been the center of scholars' researches.Though public policy research has been criticized a lot,it has been a basic idea to understand the government's behaviors,rights and consequences and it occupies an important position in public policy theory and practice.Since the Western deliberative democracy theory was introduced into China,the academic circles began to explore how to expand the main participants in the decision-making,and use the theory of Consultation to guide the Chinese government to make major decisions.However,this mechanic way has not been integrated into Chinese real situations completely.In fact,Mao Zedong's thought of collective Consultation decision-making is combined with the actual situation of the local Chinese,formed in the revolution in the process of the construction of Chinese government collective bargaining theory unique,is an important part of socialist democratic politics China characteristics,but also provides theoretical support for the contemporary China China accord with actual construction and development strategies of the government will theory.A deep research of collective consultation thoughts in Mao Zedong's decision-making contributes to the development of contemporary Chinese government decision-making consultation system.Collective consultation decision-making mode means combining the consultation mode of “debate,state and persuade” in consultation democracy with real situations in Chinese decision-making practice and realize the decision-making mode of government and the society,government and people consult collectively to solve social public problems,and its essence is a compound public governance paradigm combining government and the society.First of all,this paper starts from the historical development of collective consultation decisions,and analyzes the consultation thoughts of Mao Zedong decision-making and the basic characteristics and important significance of collective consultation decision-making.Secondly,from the three aspects of organization principle,process mechanism and reality guarantee,Mao Zedong's collective consultation decision-making model is constructed.Collective consultation decision-making takes democratic centralism as the guiding principle,combines people's opinions on the basis of democracy and democratic decision-making under the guidance of centralism and realizes extensive and diversified subject in public policy formulation and execution.Through the democratic expression mechanism,the rational discussion mechanism and the consensus formation mechanism,the government decision-making will be scientific,democratic and legalized.The organized environment free from governance,the legal and effective institutional guarantee and the rational and responsible virtue foundation are the necessary conditions for ensuring the orderly operation of collective consultation decision-making.Finally,taking the decision making practice of Qingdao municipal government as an example,this paper analyzes the concrete application of collective consultation decision-making.When Qingdao government of Shandong Province is dealing with social public problems,it adheres to the principle of democratic centralism,carries out and implements the decisive government negotiation mode advocated by the Party Central Committee,which is the promotion and development of Mao Zedong's consultation-way government decision-making philosophy.In order to exert the values of the decision-making thoughts of negotiating with people advocated by Comrade Mao Zedong,protection of law and relative systems must to relied on to maintain the primary essence.
