A Study On The Transformation Of County Government's Functions From The Perspective Of Service-oriented Government

At present the main administrative regions in China is classified as the central, provincial, prefecture level cities, county-level city(District), township(town) five, the county government plays a pivotal role, it not only responsible for carrying out the major policy decision of the party and state work, also shoulders the responsibility of command and leadership within the jurisdiction of the political stability, economic development and social governance. The process of the county government in the function, since with the central, province, city(prefecture level city) functions remain the same, but also suit one's measures to local conditions, with special and flexibility. As China's economic and social development, as the Ayutthaya the cornerstone of the development of an increasingly prominent role, especially in the process of construction of the service-oriented government, the transformation of county government functions from economic construction to public service, for the transformation of China's service-oriented government functions and provided the direction, so that the construction of our country service oriented government to implement.This paper is divided into four parts. The first part is the introduction, introduces the research background, the selected topic significance and the research status at home and abroad, and the main content of this research, research methods and possible innovation points, established the basic ideas of research for the whole article. The second chapter is the analysis of the related theory, firstly explains the basic connotation of the service-oriented government construction and theory support, secondly summarizes the connotation, the principle of the transformation of county government functions, re analysis of the relationship between the construction of county government function transformation and service type government. The third chapter of content for the basic requirement of the change of service type government construction of county government function, firstly analyzes the transformation of county government functions of the difficulties and the reasons for these difficulties, and then expounds the requirements of the construction of service type government of county government functions positioning and the main characteristic of the service of county government.
