In 20th century, the human society is full of unprecedented turbulence and chaos, however, it develops much more quickly than ever before. After the World War II, particularly since the 70s, in the western capitalistic countries, the noticeable changes have captures the world's attention in the governmental institution reform. For instance, lots of governments have made new major breakthroughs in the theory of reform and value judgment along with the rise of the different political thoughts. Looking at the western governmental institution reform, it gives priority to improving the service quality and imagination of public institutions, which indicates the government modifying its service function, pursuing the higher service quality and efficiency, as well as the service spirit.Accordingly, the appearance of the concept of service-oriented government is not only related with the request of changing governmental function, but also referred to the foreign new public management theory and practice. Under the historical background of building a new socialist countryside, the thesis puts the main emphasis on analyzing Chinese town government transforming its service function.
